Proposal Solicitation – FY24 Local Management Board Programs
Worcester County is seeking proposals from qualified Vendors to contract for fiscal year 2024
programs through the Local Management Board in conformity with the requirements contained
herein Proposal Documents.
Proposal Documents for the above referenced project may be obtained from the Worcester
County Commissioner’s Office by either e-mailing the Procurement Officer, Nicholas Rice, at
nrice@co.worcester.md.us or by calling 410-632-1194 during normal business hours, or via the
County’s Bids page on the County’s website. Vendors are responsible for checking this website
for addenda prior to submitting their bids. Worcester County is not responsible for the content
of any Proposal Document received through any third party bid service. It is the sole
responsibility of the vendor to ensure the completeness and accuracy of their Completed
Proposal Documents.
The last day for questions will be noon on Friday, December 30, 2022. Sealed Proposal
Documents are due no later than 2:30pm on Monday, January 9, 2023 and will be opened and
read aloud in the Office of the County Commissioners, Worcester County Government Center –
Room 1103, One West Market Street, Snow Hill, Maryland 21863.
Late Proposal Documents will not be accepted.
Minority vendors are encouraged to compete for award of the solicitation.

Introduction
Local Management Boards (Boards) were established in the 1990s as part of a State/local collaboration committed
to improving the well-being of Maryland’s children, youth, and families. The Boards were created to promote
improved, coordinated local decision-making that focuses on results and accountability. The premise was, and
continues to be, that health, education, economic, and social outcomes are more likely to be improved if decisions
about programs and strategies are made by local jurisdictions with the funding, support, guidelines, and
accountability managed by the State.
The jurisdictions, through their Boards, bring the knowledge of local needs, resources, and strengths. The Boards
bring together public and private agencies, local government, faith-based and civic organizations, families, youth,
and community members to develop, implement, and review a community plan. The plan includes strategies to
improve outcomes for one or more of the priorities, results and indicators in the State of Maryland. In FY 2023
Governor’s Office of Crime Prevention, Youth, and Victim Services (GOCPYV) identified the following as priority
areas:
• Reducing the impact of parental incarceration on children, youth, families, and communities;
• Reducing youth experiencing homelessness;
• Improving outcomes for disconnected/opportunity youth;
• Reducing childhood hunger;
• Increasing opportunities for community-based programs and services for youth (including, but not limited
to juvenile justice diversion programs); and,
• Preventing out-of-State placements.
Additionally, GOCPYV identified the following child well-being results and indicators as priorities in Maryland:

o Women with Prenatal Care in the First Trimester

For purposes of this Request for Proposal, Worcester County’s Initiative to Preserve Families (Worcester County
Local Management Board) and the Board of Directors are seeking proposals for Fiscal Year 2024 from providers
able to develop and implement evidence-based or best practice programs that will impact one or more of the
priorities areas as well as the results and indicators identified as a need in Worcester County.
Executive Summary
Worcester County’s Initiative to Preserve Families’ office is in the central part of Worcester County in Snow Hill,
Maryland. The Worcester County Local Management Board, Board of Directors is composed of five (5) ex officio
members and four (4) at-large members; all of whom are committed to improving the well-being and outcomes for
children, youth and families in Worcester County.
Mission of the Worcester County Local Management Board
The mission of the Worcester County LMB is to achieve a comprehensive system of education, health and human
services that effectively and responsibly addresses the needs of Worcester County children and families through
public and private interagency collaboration.
Vision of the Worcester County Local Management Board
The Worcester County Local Management Board envisions a caring, compassionate, inclusive community with
leadership and government that fosters an environment which empowers all children, youth, and families to
thrive.
The Worcester County Local Management Board’s (LMB) held a strategic planning session on September 21, 2022
at the Worcester County Technical High School. Utilizing quantitative data available and a robust discussion, the
Board of Directors determined the following areas of focus in Worcester County for fiscal year 2024 as it relates to
the GOCPYV’s results and indicators:
