This is a combined synopsis/solicitation for commercial items (services/supplies) prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice and in accordance with the simplified procedures authorized in FAR Part 13. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.


This solicitation is being solicited as Total Set-Aside Small Business. The North American Industry Classification System (NAICS) Code 454310 – Fuel dealers. The business Size Standard is 100 employees, project code is 6830 Gases: Compressed and Liquefied.


The Government will award a Firm Fixed Price (FFP) contract resulting from this Request for Quote (RFQ) to the responsible offeror whose submission conform to the solicitation.


This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for preparation cost.


Project Description:


The US Army Corps of Engineers, San Francisco District, Lake Sonoma & Lake Mendocino Park Offices require


1.- Routine delivery of propane for building heating needs.


2.- On-site propane tanks to be pressure-tested on a routine basis. (typically 1 time per year, but should be to industry standards)


3.- As-needed repair or replacement of propane tanks, propane gas line connection hardware, buried or unburied propane gas pipes both between and inclusive of on-site propane tanks and building connections. (Does not include any propane gas connections or piping inside any building)


Maximum Total Annual Delivery Amount:


Lake Sonoma: 7,000 gallons


Lake Mendocino: 7,000 gallons


The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Coyote Valley Dam Tower Repairs as defined in the Performance Work Statement.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)


(a) The award will be made to the contractor whose price is the lowest of all offers determined to be qualified of performing the required service in accordance with FAR Part 12 Acquisition of Commercial Items. Technically qualified is defined as meeting the minimum requirements in Price as listed below. No trade-offs are made.


The Government may make an award based on initial quotes received without discussions with quoters. Accordingly, each offer should be submitted in a completed form, without exception to any requirements.


Failure to submit mandatory information for a factor, indicated by the word SHALL, will result in a rating of "unacceptable" for that factor, and the offer will be ineligible for award. It is incumbent upon the offeror to submit sufficient information for the Government to determine technical acceptability, successful and satisfactory experience and price. Failure to submit sufficient information for the government to determine technically acceptable experience or price may be cause for rejection of your quote.


The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.


The following factors shall be used to evaluate offers:


(i)-Price


a.-Offerors SHALL complete and submit the Line Item Breakdown Pricing Schedule with their Quote and include a price for each line item. Failure to do so will result in the offer being rejected without further consideration.


b.-The Contracting Officer will evaluate each Quoted price to determine price reasonableness. In this context, reasonableness will be determined by comparing offered prices to one another, to the Government estimate and to pricing for previous work of a similar nature.

{d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph


{d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.


(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.


(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.


(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)


The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of contract end date. (End of clause)
