Description : SMUD is seeking a Program Administrator (PA) to design and administer a commercial Demand Side Management (DSM) program called Complete Energy Solutions (CES) that will deliver comprehensive energy efficiency and other DSM solutions for small and mid-sized business (SMB) customers with up to 500 kW in demand. The scope of work in the Request for Proposals (RFP) will include the following: 1.The PA for the Complete Energy Solutions (CES) will deliver an integrated program delivery design that incorporates a comprehensive approach to encourage multi measure retrofits. SMUD will expect the PA to identify holistic customer opportunities, in order to drive energy efficiency retrofits as well as enrollments into programs outside of the CES scope, such as: Power Direct (Auto Demand Response) with an SMB focus, as well as SMUD’s suite of Commercial Electric Vehicle Supply Equipment (EVSE) programs. CES program activities will include marketing, lead generation, and application support, as defined per program. 2.Program Administrator’s staff performs audits of all energy consuming systems and provides a proposal to customer documenting good retrofit candidates. Audits shall include measures that integrate other DSM solutions as well as other SMUD’s complementary services (as reference only). 3.Support SMUD’s Trade Pro Network : The current CES program utilizes an existing network of trade allies that to date provides support only for the SMUD CES program but until now has not developed a network of qualified professionals to support other SMUD programs. The successful Applicant will provide contractor recruitment for the CES program while also making sure that the trade allies are also members of SMUD’s Trade Pro Network. 4.The PA’s employees MUST NOT perform construction work. 5.The PA MUST NOT pay the trade allies for any construction work performed, except for a customer’s rebate which may be assigned by the customer to a trade ally. It is up to the customer to choose a trade ally to contract with for the retrofit/installation work. The PA pays the customer or trade ally any applicable rebates. SMUD then reimburses the PA through an automated payment process. 6.Measures available and energy savings claims will be based upon the methodologies of the California Municipal Utilities Association (CMUA) Technical Reference Manual. 7.Utilize workflow automation services: The program must deliver implementation workflow automation processes for the Complete Energy Solutions Program; and, provide the following: data validation and error checking, manages contractor submittals, handles all program tracking and reporting, and provides contractors, customers, and SMUD role-based access to program and project details. Currently, SMUD utilizes an enterprise wide DSM platform. The PA will be expected to integrate with SMUD’s technology product. 8.SMUD pays the PA on Tiered performance based payment structure (i.e. per measure- $/kWh, EVSE etc.) for completed and operational retrofits. For purposes of this RFP, we are referring to the management of the efforts described above as “Program Administration.” The awarded contract will cover a period of 3 years 2020-2022, with the option to extend for 1 additional year to 2023. SMUD hopes to have a signed contract by Q4 2019 and the target launch date will be coincident with the expiration of the existing Complete Energy Solutions program contract Q1 2020.
