I. INTRODUCTION
City of Pasadena administers Federal grand funds received from various sources, including
but not limited to Harris County, the Texas General Land Office (GLO), the Federal
Emergency Management Agency (FEMA), and the U.S. Department of Housing and Urban
Development (HUD). All purchases made with grant monies shall comply with the terms
and conditions of the grant, as well as the applicable Federal, State and local procedures
regarding these purchases.
All Federal grant awards are subject to the Uniform Administrative Requirements and Cost
Principles, codified 2 CFR 200. This includes the standards for procurements under Federal
grants, which applies to contracts for services, goods, construction, or repair. City of
Pasadena shall follow applicable local and State requirements except to the extent that
these are inconsistent with Federal statutes, regulations, or grant conditions. In other words,
City of Pasadena shall follow the rule that allows compliance with all the rules that apply to
it: Federal, State, and local. If compliance with all applicable levels is not possible and no
rule is more restrictive than another, City of Pasadena shall follow the Federal rule.
Contracts anticipated to be awarded pursuant to this Request for Qualifications
(“RFQ”) shall be funded, in whole or in part, with Federal grant monies. City of
Pasadena is authorized to use the competitive proposal procedures for qualifications-
based procurement for this contract opportunity in accordance with 2 CFR
200.320(d). Additionally, Texas Government Code requires that professional services
(including architecture, engineering, and/or surveying) are acquired using a qualifications-
based procurement and selecting the most highly qualified providers, subject to negotiation
for a contract at a fair and reasonable price (TGC Sec. 2254.004).

Qualifications (“Qualifications”), as per the Texas Professional Services Procurement Act
and the Uniform Grant and Contract Management Standards. Minority Business

Underutilized Business Enterprises, Section 3 Business Concerns, and labor surplus area
firms are encouraged to submit Qualifications.
A. PROJECT DESCRIPTION & SERVICES
The Scope of the Project is to reduce flooding in the target area north of Fairmont
Parkway in the City of Pasadena by constructing a long overflow flood channel.
Construction shall consist of excavating and regrading of material, disposal of
excavated material, installing of storm sewer by tunneling and manholes and
completing associated site work and appurtenances. The project is located along
Red Bluff and generally bounded on the North by Center Street and South by Big
Island Slough (Channel B-106) as depicted on Attachment W – Project Location
Map.
Anticipated services include, preliminary and final design, surveying, geotechnical
investigation and Hydrologic and Hydraulic Services.
Deliverables to be submitted include: 30%, 60%, 90% and 100% plan submittals,
all with comments from Harris County and Harris County Flood Control District.

B. ANTICIPATED CONTRACT TERM
The anticipated Contract Term under this RFQ is 6 months for Design Services and
approximately 12 months for Construction Phase Services (or Duration of Contract
Term for Construction).

Sealed proposals will be received by the City of Pasadena, Texas on or before 4:00 p.m.
on Monday, April 6, 2020 in the Office of the City Secretary, 1149 Ellsworth Drive, 2nd
Floor; Pasadena, Texas 77506. Statements of Qualification will be publicly opened and
the name of the firm will be read aloud on Tuesday, April 7, 2020 at 3:00 p.m. at City
Hall, 1149 Ellsworth Drive, 2nd Floor, Suite 236.
RFQ documents may be obtained via the Internet by contacting DemandStar.com or
from the City of Pasadena Purchasing Department web page at www.pasadenatx.gov. If
you do not have Internet access, you may obtain the documents by contacting the Public
Works Department at 1149 Ellsworth Drive, 5th Floor, Pasadena, Texas, 77506, (713)
475-7835.
Statement of Qualifications may be either mailed or hand delivered to the City
Secretary’s Office, 1149 Ellsworth Drive, 2nd Floor, Pasadena, TX 77506. Any Statement
of Qualifications received after the above stated time will be returned to the proposer
unopened.
The City reserves the right to reject any and all proposals, or accept any
combination of statements of qualification deemed advantageous to it.
A pre-submittal conference will be conducted on Tuesday, March 24, 2020 at 10:00
A.M. at City Hall, 1149 Ellsworth Drive, 1st Floor, Pre-Council Conference Room to
answer questions regarding the RFQ Requirements. All prospective proposers are
encouraged to attend. Non-attendance on the part of a proposer shall not relieve the
proposer of any responsibility for adherence to the provisions of this statement of
qualifications package or any addenda hereto.
