Self-Evaluation and Transition Plan
Sealed qualifications, one (1) original and four (4) copies, will be received by the City of Pasadena, Texas on or before
4:00 p.m. CDT, Monday, July 13, 2020 in the Office of the City Secretary, 1149 Ellsworth Dr., Suite 200, Pasadena,
Texas 77506. Qualifications will be publicly opened and read on Tuesday, July 14, 2020 at 3:00 p.m. in Room
236, 2nd floor, City Hall, 1149 Ellsworth Dr., Pasadena, TX 77506.
Request for Qualifications documents may be obtained via the Internet by contacting DemandStar.com or from the
City of Pasadena Purchasing Department web page at www.pasadenatx.gov. If you do not have Internet access, you
may obtain the documents by contacting the Purchasing Office at 1149 Ellsworth Dr., Pasadena, Texas, 77506, (713)
475-5532.
Qualifications may be either mailed or hand delivered to the City Secretary’s Office, 1149 Ellsworth Dr., Suite 200,
Pasadena, TX 77506. Any qualifications received after the above stated time will be returned to the respondent
unopened.
The City Council reserves the right to waive any informalities or minor irregularities; reject any and all qualifications
which are incomplete, conditional, obscure, or which contain additions not allowed for; accept or reject any qualifications
in whole or in part with or without cause; and accept the qualifications which best serves the City.
CAUTION: It is the respondent’s responsibility to ensure that qualifications are received in the City Secretary’s Office
prior to the date and time specified above. Receipt of qualifications in any other City office does not satisfy this
requirement.

SPECIFICATIONS
1. PROJECT INFORMATION
A. General Description
The City of Pasadena, Texas (herein after referred to as ‘City’), is seeking to enter into a
professional services agreement with a qualified and experienced engineering consultant
to provide a comprehensive evaluation of Americans with Disabilities Act (ADA)
accessibility compliance of relevant City facilities, programs, services, and
communications. This Request for Qualifications (RFQ) seeks to secure the most qualified
consultant to perform field investigations in order to identify barriers limiting accessibility.
The end product will be an ADA Transition Plan describing a method to improve
accessibility, specifying a schedule for achieving ADA compliance, and estimating costs
for addressing barriers identified. The Transition Plan will provide the basis for prioritizing,
budgeting, implementing, and monitoring progress in addressing barriers. The Plan will be
presented to City Council for Adoption.
The selected consultant shall have relevant experience with all federal accessibility
regulations, public agency provided services, programs and activities requirements, shall
have experience in preparing accessibility survey and evaluation reports for a Title II entity.
It is preferred that the investigations shall be reviewed by a qualified Certified Access
Specialist.
B. Scheduled Time Frame
The work is tentatively scheduled to begin on or about September 2020, and to be
completed in phases approximately 14 months from the start date. The City reserves the
right to extend and/or expand the scope of this contract, subject to City Council approval
and additional funding availability.
C. Project Budget
Budgets for each portion of the project will be determined by the City in the preliminary
stage, with an option to proceed with each portion of the project determined by the City.

2. INTRODUCTION
Pasadena is the second largest municipality after Houston in the Houston MSA. Thanks
to the neighboring Houston Ship Channel, Pasadena is home to one of the world’s largest
concentrations of oil-refining and chemical manufacturing facilities. The Port of Houston is
one of America’s busiest ocean gateways, and nearby George Bush Intercontinental
Airport is the 14th busiest airport in the United States.
Pasadena is a home-rule municipality operating under a mayor-council form of
government. Similar to the Houston Metro, Pasadena’s population is growing from an
estimated population of 149,043 in 2010 to an estimated 153,528 in January 2019. Nearly
seventy percent of the population is Hispanic. Approximately, twenty percent of the
population is foreign-born.
The Americans with Disabilities Act (ADA) became Federal law on January 26, 1992. The
fundamental goal of the ADA is to ensure equal access to civic life by people with
disabilities. The Act comprises five titles prohibiting discrimination against disabled
persons within the United States. Title II of the ADA required state and local governments
to make their programs, services and activities accessible to persons with disabilities. As
such, Pasadena is required to conduct a Self-Evaluation and an ADA Transition Plan.

3. SCOPE OF WORK
The purpose of this project is to determine (ADA) accessibility compliance of relevant City
facilities, programs, services, and communications. The end product will be an ADA
Transition Plan describing methods to improve accessibility, specifying a schedule for
achieving ADA compliance, and estimating costs for addressing barriers identified. In
addition, this project will establish whether the City’s current standards and codes should
be updated with regard to ADA compliance.
The project is expected to include the following tasks:
Task 1: Review and summarize existing data, plans, policies and standards
a. Assist City staff in identifying City, state, and federal documents and materials for
evaluation. This includes meeting with various City Departments.
b. Summarize and report findings
Task 2: Conduct ADA Self-Evaluation and provide related deliverables
c. Coordinate with City staff to facilitate community outreach with stakeholders,
including persons with disabilities. This may be achieved with surveys, workshops,
social media, and/or the formation of an advisory committee.
d. Develop the procedures and forms needed to conduct a Self-Evaluation.
e. Determine which City buildings and facilities are subject to the requirements of the
ADA and assist City staff in conducting the necessary evaluations.
f. Conduct a review and evaluation of relevant City programs, services, and
communications to identify issues which may be discriminatory to people with
disabilities.
g. Assist City staff to develop a GIS-based system to manage progress in correcting
deficiencies. All database files shall be the property of the City.
h. Conduct appropriate public meeting(s) in compliance with the ADA.
Task 3: Prepare and deliver a final Transition Plan
The Transition Plan shall include all of the requisite information necessary to comply with
the ADA for such a plan, including, but not limited to the following:
a. Detail the methodology for the self-evaluation of existing barriers to accessibility
b. Describe areas examined
c. Review of findings of self-evaluation of facilities, buildings, public right-of-ways,
programs, policies, and activities
d. Detail recommendations of measures to correct deficiencies and a methodology for
the prioritization of barrier remediation including those barriers readily removable and
those barriers requiring long-range planning
e. Develop cost estimates for compliance
f. In consultation with City staff, prepare an implementation schedule that includes
milestones or measures of achievement for monitoring implementation
g. Provide a procedure for periodically revising and updating the Transition Plan
h. Recommend any necessary new policies or policy revisions
The above is the proposed scope of services. Additional services may be included as the
consultant team deems appropriate based on their professional expertise. For example,
additional services may include recommended updates of City policies and procedures,
and City staff education and training regarding the ADA.

EVALUATION OF QUALIFICATIONS
General: The City shall be the sole judge of its own best interests, the qualifications, and the resulting
negotiated agreement. The City reserves the right to investigate the financial capability, reputation,
integrity, skill, business experience and quality of performance under similar operations of each
Respondent, including stockholders and principals before making an award. Awards, if any, will be
based on both an objective and subjective comparison of Qualifications and Respondents. The City's
decisions will be final.
An Evaluation Committee will be appointed to review the qualification submittals received. The City’s
Evaluation Committee will act in what they consider to be the best interest of the City. The City
reserves the right to reject any or all submittals, waive informalities, and/or request additional
information. The City intends to negotiate a contract with the most qualified firm in order to complete
the project for an amount that is fair, competitive, and reasonable for both parties.
If oral presentations are scheduled, the representatives of the firm who will be directly assigned to
the account must be present at the interview. During the interview portion of the meeting, the
evaluation team shall allow the presenting team to address any questions or concerns.
Qualification submittals will be evaluated using the criteria listed below to ascertain which submittal
best meets the requirements of the City. The selection of a successful respondent shall be based on,
but not limited to, the listed criteria and the quality and completeness of the submission. The factors
to be considered during the evaluation and the associated weights are listed in the following table.

respondents who have completed similar projects in other municipalities.

Provide names, educational background and experience of each team
member, including sub consultants, if applicable. The information should
describe the nature of work and the role of these individuals and/or companies
as they related to this project. Project Manager must be licensed as a
professional engineer in the State of Texas at the time of submittal. Provide
project organizational chart.

A minimum of three (3) relevant business references, including names,
addresses, and phone numbers plus a description of the type of work you
performed for them. Include references of other municipalities that the
respondent firm prepared or assisted in the preparation of self-
evaluation/transition plans.
