1.0 PURPOSE:
The purpose of this Request for Proposal (RFP) is to obtain a contract through competitive
negotiation for the services of a qualified professional engineering firm to provide
architectural and engineering services for the Expansion and Renovation of Cedar Lee
Middle School, located in Bealeton, Virginia. All services shall be provided in accordance
with the specifications contained herein and attached hereto. This solicitation is issued by
the Fauquier County Government Procurement Division on behalf of the Fauquier County
School Board, a political subdivision of the Commonwealth of Virginia, herein referred to
for convenience as “Owner”
1.1 The selected Firm is expected to provide and perform the following:
1.1.1 Schematic design and design development for this Expansion and
Renovation Project, for Cedar Lee Middle School, using the guidelines
provided herein;
1.1.2 Construction documentation including specifications, bidding,
construction administration and post-construction services for the CLMS
Expansion and Renovation as noted herein. A link to the proposed site for
this project is provided below with a basic site map, included as part of
this

A preliminary Geotechnical report on the proposed site is in progress and,
if not provided at the time of RFP posting, shall be provided shortly
thereafter via Addendum.
1.2 For ease of reference, each organization submitting a response to the RFP will
hereinafter be referred to as an “Offeror”. An Offeror whose proposal would result in
a formal agreement will hereinafter be referred to as a “Firm”.
1.3 The contents of the proposal submitted by the successful Offeror, this RFP (including
general and special terms and conditions), and all modifications made thereof, will
become part of any contract awarded as a result of this solicitation. The intent is to
negotiate a fixed price contract for the services noted herein, and to contract with a
Firm that has demonstrated proven management skills, technical competence including
specialized experience in the renovation and expansion of middle schools, and a history
of successful project designs that have come in within budget and time constraints. The
successful Firm will be required to sign a contract with the Owner, herein referred to
as “Agreement” or “Contract”. Contract award requires School Board approval.
1.4 Optional Pre-Proposal Conference: An optional pre-proposal conference will be held
starting at 3:00 p.m., after school, on October 8, 2019 at Cedar Lee Middle School,
11138 Marsh Road, Bealeton, VA. Offerors shall meet in the main lobby and will be
directed from there, to the CLMS Library. The purpose of this conference is to allow
Offerors an opportunity to present questions and obtain clarification relative to any
facet of this solicitation. While attendance is not mandatory, Offerors are encouraged
to attend. Attendees should bring a copy of this solicitation with them; the Procurement
Manager will issue a written addendum with any changes resulting from this
conference.

2.0 BACKGROUND:
Cedar Lee Middle School is a grade six through eight public school, and one of five middle
schools in Fauquier County, Virginia. The main building was designed and constructed for
a junior high school in 1973, at the site of the old Bealeton (combined) School. The current
structure, which includes the 1973 building and two additions completed in 1998, houses
649 students and 77 staff members. The facilities at Cedar Lee consist of forty-nine
classrooms, a cafeteria, gymnasium, library, a technology education center, an agriculture
science laboratory, and two computer labs. The building totals 105,062 square feet and is
of single story brick and block construction.
The Owner is seeking designs for additions that will increase the current student capacity
by 300 students and provide for a core capacity of 1,000 students. The Owner prefers a
design that incorporates infrastructure necessary to provide wireless internet access in each
classroom and functional areas. A summary of the major functional areas Offerors shall
consider of paramount importance to the Owner, in addition to added classroom space, is
provided in the Scope of Services/Statement of Needs.
Transportation, Nutrition, and Facility Directors will attend the Pre-Proposal
Conference, to facilitate any Offeror detailed questions about current design structures
and workflows that could improve design and proposal considerations.
The Owner may choose to have a civil survey done on the proposed expansion site,
and may also choose to have a geotechnical survey done on that site; if such surveys
are done and available during the process of this RFP, they will be shared with all
Offerors via addendum.
3.0 SCOPE OF SERVICES/STATEMENT OF NEEDS:
3.1. General: All proposals must be submitted on the basis of and either meet or exceed the requirements
contained herein. All Offerors must be able to provide professional architectural and specialty
engineering services. Specialists may include civil, structural, mechanical, instrumentation and
electrical engineers, estimating services, interior design, traffic, cafeteria, acoustical consultants
and others as needed to fulfill the requirements of the project.
3.1.1
Contract Phases: This contract will be administered in two phases, the design phase, and
construction phase for the new middle school.
3.1.1.1 Design phase: The Firm will complete all tasks specified in the proposal, up to
and including Design Development (35%) for the design and expansion of CLMS.
3.1.1.2 Construction phase for the CLMS Expansion-Renovation: The Firm will complete
other remaining tasks associated with constructing the expansion and renovation,
through post construction. The Firm shall not proceed with this phase until
authorized to proceed by the Owner.
3.1.2 DESIGN PHASE; Elements, Required: The following information conveys the intended
required design components and, possible optional design components:
REQUIRED:
3.1.2.1 An increase to the gymnasium/PE area accomplished by the addition of an
auxiliary gymnasium to accommodate the core capacity noted herein;
3.1.2.2 The ability of the cafeteria area to accommodate one full grade level and
the cafeteria serving lines. Design should consider and include increased

food storage and serving infrastructure required to provide adequate
services with the increased core capacity noted;
3.1.2.3 Additional parking and a redesign of the bus loop to accommodate
additional staff, parent drop-off, pickup and parking, and bus capacity in
the front of the school building. The current design can be viewed in the
county’s GIS system under GPIN 6899-13-8590-000.
3.1.2.4 Expansion of the main office to provide space for additional staff needed
to support the larger student population. The office redesign shall include
a secured entry/access vestibule for the main school entrance;
3.1.2.5 The academic addition designed to include 12 to 14 classrooms, with the
necessary teacher resource areas. In an effort to standardize and maintain
consistency with the rest of the CLMS classrooms, basic classroom sizes
for this expansion shall be approximately 22’ X 27-29’ for the standard
classroom, with two science lab classrooms approximately 24’ X 26’.
3.1.2.6 The awarded Firm must design learning spaces for special education
students in a way that accommodates the needs of those students, with
access focused on the first floor.
3.1.2.8 Adequate custodial/utility and teacher and support areas to consider
efficiency as a result of the increased footprint of the building.
3.1.2.9 Alternatives to CMU: as it appears that tradespeople for the more
traditional CMU type of construction are scarce, the Owner is open to
alternative building finishes other than CMU, or an alternative sub-surface
with brick skim surfacing, for example, keeping in mind the need for any
additions to seamlessly integrate with the existing school structure.
3.1.2.10 Energy Efficient Design: While the Owner is not seeking LEED
certification for this project, Offerors shall consider the most energy
efficient design components for this expansion, including LED lighting,
low-water flow toilets and other efficiencies that will provide energy cost
savings to the Owner during standard operation of the school.
3.1.2.11 Rooftop HVAC Replacement: the Owner recently had an energy audit done on
this building (along with most all other school buildings); that review indicated
that the existing rooftop units that serve the existing school, be replaced in the near
future. A copy of that HVAC equipment grade audit is provided as Attachment A,
pages 31-32, of this RFP, for Offeror information. Offerors shall include this
replacement within this project, to maximize the efficiency of HVAC throughout
the school and minimize the disruption to the site.
3.1.3
The work consists of several tasks as outlined under Sections 3.2 thru 3.11. These tasks
include engineering design, preparation of contract drawings and specifications, cost
estimates, “as built” drawings, review of Contractor submittals, and inspection of
construction. The work includes design of all civil, structural, architectural, mechanical,
and electrical systems for a complete functional facility. In addition, the scope will require
preparation of documents, such as artists rendering, narrative descriptions, displays or
