I. Introduction
The City of Cleveland (City), Civil Service Commission, through this Request for Proposal (RFP),
is soliciting proposals from qualified Proposers to provide Pre-Employment Behavioral and
Psychological Evaluation Services for Public Safety Uniformed Personnel. The personnel to be
evaluated are potential Academy appointees for the Department of Public Safety Divisions of (i)
Police (Patrol Officers); (ii) Fire (Firefighter); and (iii) Emergency Medical Services (“EMS”)
(Emergency Medical Technicians and Paramedics). The goal of the requested service is to provide
a proven assessment and evaluation solution that meets the requirements and expectations of the
City and best practices of 21st century psychological and behavioral health concepts as utilized for
Public Safety candidate evaluation.
Proposers should be aware that On June 12, 2015, the City and the Department of Justice (DOJ)
entered into an agreement mandating sweeping changes to address excessive use of force and other
misconduct by Cleveland police officers. Paragraph (¶) 300 in the agreement states: “To maintain
high-level, quality service, ensure officer safety and accountability, and promote constitutional,
effective policing, CDP will review and revise as necessary its recruitment and hiring program to
ensure that CDP successfully attracts and hires a diverse group of qualified individuals.” ¶304
states those individuals will, “…possess strategic thinking and problem-solving skills, emotional
maturity, interpersonal skills, and the ability to collaborate with a diverse cross-section of the
community.” Finally, ¶308 states, “CDP will continue to require all candidates for sworn personnel
positions, including new recruits and lateral hires, to undergo a psychological… examination to
determine their fitness for employment.” You can find the entire Settlement Agreement document

To this end, the City is seeking proposals from professionals that conduct pre-employment
psychological evaluation exams designed to identify the aforementioned traits and characteristics
that make an applicant better suited for the law enforcement profession, specifically, those
applicants that would be successful in fulfilling the duties of a sworn police officer in the City’s
urban environment, furthering our commitment to dispensing procedural justice and establishing
authoritative legitimacy throughout our city and for our citizenry.
The evaluations of candidates for all Divisions shall indicate whether candidates are free of job-
relevant emotional and mental impairments, unacceptable biases (as more fully described in the
functional requirments), possess adequate stress resilience and the emotional stability necessary to
meet the behavioral, social and cognitive demands of public safety service.
The evaluation and ranking of proposals will consist of four phases. For the first phase, a
compliance review of proposals related to the criteria outlined in this RFP. Second phase, a review
committee will rank and score the written proposals based upon the evaluation criteria. In the third
phase, the City will short list a number of Proposers to proceed to a supplemental written question
and/or oral presentation by the Proposer (at the City’s discretion) outlining qualifications, proposed
services and capabilities. The fourth and final phase is evaluating the proposed fee schedules.

This RFP does not obligate the City to complete the selection and contract award process. The City
reserves the right to accept or reject any and all proposals; request additional information from any
or all proposers to assist the City in its evaluation process; amend or withdraw this RFP prior to
the announcement of the selected firm or person (hereinafter, collectively “firm”) and award the
proposed services in whole or in part, to one or more firms. In case of an amendment to the RFP,
all Proposers will be provided with a copy of any such amendment(s) and be afforded the
opportunity to revise their Proposals in response to the RFP amendment.

The City is soliciting proposals from persons or firms that are qualified to perform behavioral and
psychological assessment services and are familiar with the public sector to provide the
aforementioned services with respect to uniformed Cleveland Department of Public Safety
applicants in the selection process and other personnel as requested.
ESTIMATED NUMBER OF APPLICANTS NEEDING ASSESSMENTS OVER THE
CONTRACT PERIOD:
Expected hires by the Division of Police over the next three years:
Year 1: 150
Year 2: 135
Year 3: 135
To reach our target numbers above, the City will need approximately 200 post-offer,
pre-employment evaluations in year one, 165 in year two and 165 in year three.
Expected hires by the Division of Fire over the next three years:
Year 1: 80
Year 2: 50
Year 3: 50
To reach our target numbers above, the City will need approximately 90 post-offer, pre-
employment evaluations in year one, 60 in year two and 60 in year three.
Expected hires by the Division of EMS over the next three years:
Year 1: 60
Year 2: 50
Year 3: 60
To reach our target numbers above, the City will need approximately 75 post-offer, pre-
employment evaluations in each of these years.
The Civil Service Commission is seeking pre-employment professional psychological and
behavioral evaluation services for Public Safety and other personnel as set forth in more detail
below in the Functional Requirements section. The scope of this Request for Proposal encompasses
all tasks associated with the administration and reporting of pre-employment psychological and
behavioral evaluation services for such personnel.
