The Alameda County Transportation Commission (Alameda CTC) invites bidders to submit sealed
bids for PORT OF OAKLAND - FREIGHT INTELLIGENT TRANSPORTATION SYSTEM (FITS)
until 3:00 p.m. on JULY 30, 2019, at the Alameda CTC office (1111 Broadway, Suite 800, Oakland,
A pre-bid conference will be held by Alameda CTC at Harbor Facilities Center, 1st Floor, 651
Maritime Street, Oakland, California 94607, at 10:00 a.m. on JULY 9, 2019. Attendance is not
mandatory. HOWEVER, ALL PRIME BIDDERS ARE STRONGLY RECOMMENDED TO BE IN
ATTENDANCE. Prime bidders will have the opportunity to meet potential Disadvantaged Business
Enterprise (DBE) subcontractors.
Bid documents, with the exception of the plan set, are currently available through Construction
Bidboard’s (ebidboard) on-line plan room. Prospective Bidders must acquire the Contract
Documents at ebidboard via the Contracting Opportunities page on the Alameda County
Transportation Commission website at https://www.alamedactc.org/get-involved/contracting-
opportunities; click on the link provided under the Port of Oakland, Freight Intelligent
Transportation System (FITS) (R19-0006) section to access the documents.

The plan set for this project contains Sensitive Security Information (SSI), as defined in the
Code of Federal Regulations (49 CFR §1520) and is therefore a Restricted Document. It will
not be posted on-line.
Licensed prime Bidders only may obtain up to ten sets of the Restricted Bidding Documents (i.e.,
the Plans) from Alameda CTC’s Construction Management Team (VSCE, Inc.), located at 1610
Harrison Street, Suite E-West, Oakland, California 94612 on or after Thursday, June 20, 2019. The
Construction Management Team’s business hours are from 8:00 a.m. to noon and 1:00 p.m. to
4:00 p.m., Monday through Friday, holidays excepted. To obtain Restricted Bidding Documents,
Bidder must first submit their request via ebidboard utilizing the “Project Q&A” tab at least twenty-
four hours in advance of desired pick-up time within the Construction Management Team’s
business hours. At the time of pick-up, Bidders must submit a $5,000 refundable deposit, in the
form of a company check made payable to “Alameda CTC #R19-0006.” Said check shall contain
Bidder’s pre-printed company name, address and phone number. Personal checks, temporary
checks and money orders will not be accepted. Bidder shall have up to thirty (30) calendar days
after the Bid Opening date to return all copies of the Restricted Bidding Documents, including any
Addenda issued to Bidder during the bid period, for a full refund of the $5,000 deposit.
Deposits will be refunded approximately twenty (20) calendar days after the proper return of the
Restricted Bidding Documents. Deposits will be forfeited if the Restricted Bidding Documents are
not received within the time and manner described above.
The Restricted Bidding Documents contain SSI as defined in 49 CFR §1520. Distribution of the
Restricted Bidding Documents will therefore be controlled, as mandated by Federal and State
regulations, and as specified in these Notice to Bidders, and Document 00110, “Document Control
Affidavit,” of the General Conditions. The person who picks up the Restricted Bidding Documents
[henceforth, the recipient] must submit Pages 1-2 of Document 00110, “Document Control
Affidavit,” signed by a Responsible Managing Employee (RME) or Responsible Managing Officer
(RMO). The signatory of the Document Control Affidavit must be listed as an RME or RMO on the
Contractors State License Board (CSLB) website (http://www.cslb.ca.gov/). If the recipient of the
Restricted Bidding Documents is not the RME/RMO who signed the “Document Control Affidavit,”
recipient must also submit Page 3 of Document 00110, “Authorization Letter,” signed by the
signatory of the “Document Control Affidavit” and authorizing recipient to pick up Restricted Bidding
Documents on behalf of said RME/RMO. Recipient must establish his/her identity by presenting a
government-issued photo identification card. Recipient must present Bidder’s valid California Class
A contractor’s license or must provide the license number. Said license must be listed as currently
valid on the CSLB website.
Any addenda that modify the Restricted Bidding Documents, and that are deemed to contain SSI,
will be distributed in hard-copy format to the recipient of the Restricted Bidding Documents.
Subconsultants or subcontractors shall not be allowed to pick up any Restricted Bidding
Documents. It shall be the responsibility of the Bidder to distribute the Restricted Documents to
their intended subconsultants and subcontractors, subject to the provisions specified in Document
Prime Bidders, subconsultants, and subcontractors shall be allowed to view hard copy plan sets at
Alameda CTC’s Construction Management Team’s office (VSCE, Inc.), located at 1610 Harrison
Street, Oakland, California 94612 at no cost. No photos or copies of the plans are allowed and
Document 00110, “Document Control Affidavit” must be signed and submitted. The Construction
Management Team’s business hours are from 8:00 a.m. to noon and 1:00 p.m. to 4:00 p.m.,
Monday through Friday, holidays excepted.
This project has a 14% DBE goal.
