The City of West Covina (City) is seeking proposals from qualified vendors to provide on-call current planning consulting services to assist the City staff and Planning Commission in processing larger development proposals upon request by the applicant of the development proposal.


Qualifications must be for the entire scope of services outlined in this RFQ. Incomplete qualifications will not be considered. Five (5) bound and sealed copies and 1 electronic copy (flash drive is preferred method, emails not accepted) are to be submitted to the Office of the City Clerk, along with the attached "Statement of Non-Collusion by Contractor" (Attachment A), and if applicable a Subcontractor Campaign Contribution Acknowledgment Form (Attachment D) must be filled out and returned with the proposal, no later than 4:00 p.m., Wednesday, February 21, 2018. Submissions received after this deadline will be rejected. Submissions by facsimile or electronic mail will not be accepted.


Please direct any questions or concerns regarding the specification to Jeff Anderson, Planning Director at by 4:00 p.m. on February 5, 2018. Only questions with Planning Consultant On-Call Services 21-010 in the subject line will be accepted. Answers to submitted questions will be posted on the Cities’ website.
