General Information and Project Description
The Pine Bluff Urban Renewal Agency (“PBURA”) is again releasing a Request for Qualifications (“RFQ”) which is modified to remove the restrictive location of “downtown” while maintaining the effort to recruit a partner in the design, construction, management and operation of a movie theater and associated amenities. The location of the Theater must be within the Urban Renewal Area (Exhibit I). The RFQ provides interested parties with guidelines to facilitate their submission on the project entitled “design, construction, management and operation of a movie theater and associated amenities” in order to negotiate a contract that is mutually beneficial to all parties.
Issuing Office
Maurice Taggart, hereafter known as Executive Director will coordinate the issuance and evaluation of this RFQ for the PBURA. All contact including questions regarding this RFQ should be directed to the Executive Director at mtaggart@cityofpinebluff.com . An attempt will be made to answer all questions which are pertinent to understanding of the RFQ.
Rejections
The right is reserved by the PBURA to accept or reject any or all submissions or to waive any informality, if any, existing in any submission, or to accept the submission which best serves the interest and intent of the project. The PBURA is not liable for any cost incurred by any party responding to this RFQ.
Background
In 2017, the citizens of Pine Bluff passed a 5/8th of one cent sales tax to address challenges within our government infrastructure, quality of life, economic development, and public education. The PBURA was re-enacted to revitalize downtown Pine Bluff. As part of this mission, we have worked with an urban designer to put our revitalization desires into a master plan and vision. The master plan and vision entitled Re-Live Downtown focuses on activating current spaces and creating new centers of strengths. As the name indicates, the plan infuses a diverse set of missing middle-income housing into the downtown footprint and establishes five signature projects as magnets. Neighborhood development initiates a positive investment climate through commitments to reside downtown, where high profile public works projects become feasible once residents are living there. Among the five signature projects is a cinema in which all are designed to construct an experience economy that makes downtown a unique destination in which to live, work and play. All five projects define important public spaces in reclaiming a vital civic realm for downtown Pine Bluff. While the revitalization of downtown remains a focus for the Agency, there is need and opportunity to broaden the response by expanded the focus to include the entire Urban Renewal Footprint.
Pine Bluff, Arkansas has a population of approximately 45,000 citizens within a Jefferson County which has a population of nearly 75,0000. There is not a quality theater experience within 50 miles of the County. The theater would serve approximately 100,000 people that live within approximately 40 miles.
The partnership arrangement could involve PBURA and the successful proponent entering into an incentivized agreement.
Part II – Proposal Format and Content
Submission should be prepared in such a way as to provide a straightforward, concise presentation adequate to satisfy the requirements of this RFQ, Responses should emphasize Respondent’s demonstrated capability to perform work of this type. Emphasis should be concentrated on completeness and clarity. Do not include any information about fees or cost for services. Please submit six copies of your response to Mr. Maurice Taggart, Executive Director of the Pine Bluff Urban Renewal Agency in a sealed envelope, no later than Monday, July 27, 2020 at 1:15 pm at the Pine Bluff Urban Renewal Agency, 716 Georgia Pine Bluff, Arkansas 71601. The outside of the envelope needs to be clearly identified with the RFQ Title, Date, and Opening Time.
