This proposed contract action is an Individual Set-Aside per DFARS 237.104(b)(ii)(B). It is a Department of Defense (DoD) contracting opportunity reserved solely for "individuals under the authority of 10 U.S.C. 1091." Specifically excluded from this opportunity are "business entities other than individuals."

The Government intends to solicit and negotiate an "individual" to provide Phlebotomy Services at US Naval Hospital Guam.

This will be a Firm-Fixed Price contract with possible option periods. All individuals responding to this notice must be registered with SAM (System Award Management) website This notice is for commercial services prepared in accordance with FAR Subpart 13.1.

The NAICS Code is 541380 Testing Laboratories.

The following factors to be used to evaluate offers: Technical Capability, defined as ability of the individual provider to meet the job qualification requirements and provide the services required. Technical capability is a significant evaluation factor that will be most advantageous to the Government. Contractors who do not meet the Technical Capability factor will not undergo a price evaluation.
