INVITATION FOR BIDS
Pursuant to North Carolina General Statute 143-129, the City of Asheville will receive sealed bids for the
Year 3 Bond Resurfacing – Stormwater Improvements
This project is to complete the needed stormwater improvements ahead of our Street Division Year 3 Bond
Resurfacing Contract. This work includes but is not limited to the installation and replacement of stormwater
pipe, stormwater structures, concrete curb, driveways, sidewalk, and patching of roadway.

A pre-bid conference will be held on 1 at :00 3M in room A on the ILUVWfloor of the Public
Works Building at 161 S. Charlotte Street, Asheville, NC 28801. Attendance at the pre-bid conference
is NOT mandatory. The project, the City of Asheville minority business enterprise goal (MBE), and the
City’s Drug-Free Workplace policy will be explained.

Miscellaneous Requirements of the Bid
License Requirements: All bidders must have a current North Carolina General Contractor's License with the
appropriate classification for the work of the project at the time of the bid. The following General Contractor's
classification(s) have been deemed acceptable for the work: Highway
Certification of a Drug-Free workplace: Bidders are notified that the City of Asheville has adopted a Drug-Free
Workplace Policy requiring successful bidders to insure that a drug-free workplace is provided in the performance of
any City of Asheville construction contracts. By submitting a bid proposal, Bidder certifies that if awarded the
Contract, they and their subcontractors shall comply with the City’s Drug-Free Workplace Policy. The policy may

Minority Business Outreach: Bidders are notified that the City of Asheville has adopted a Minority Business
Plan to encourage participation by minority and women businesses in the award of contracts. Responding vendors
are hereby notified that this bid and the subsequent contract are subject to the provisions of that plan.

Ɣ All bids must be submitted on the form of bid proposal provided. All bids must be enclosed in a sealed envelope and
properly labeled per the instructions to Bidders.
Ɣ Bid proposals shall include the cost of required insurance and bonds and payment of any applicable local, State and
Federal taxes. The City Council of the City of Asheville has adopted a policy that the City of Asheville will not
enter into contracts with bidders who are delinquent in the payment of ad valorem taxes owed to the City of
Ɣ Each bid shall be accompanied by a deposit with the City of Asheville of cash, or a cashier’s check, or a certified
check on a bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not
less than five percent (5%) of the bid amount. In lieu of making the cash deposit as above provided, the bidder may
file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds,
conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder
fails to execute the contract in accordance with the bid bond. This deposit shall be retained if the successful bidder
fails to execute the contract within ten (10) days after the award of bid or fails to give satisfactory surety as required
in N. C. Gen. Stat. sec. 143-129.
