Personal Services Contractor - Business Development Specialist

The purpose of this synopsis is to notify interested parties that the DFC Acquisition office anticipates issuing a solicitation for a Personal Services Contractor (PSC) for a full time equivalent Business Development Specialist for the Office of Development Credit (ODC).

This solicitation will only be open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-12, Step 1 through GS-12, Step 5. The RFQ will be available on Beta.SAM.Gov on or about 03 November 2020. No hardcopies of the solicitation will be issued.

Work involves evaluating and responding to funding requests and inquiries placed to ODC. Provides detailed information regarding ODC’s products, requirements, and application procedures. Coordinates with the Client Development Manager in the review of company business plans and financial information to preliminarily assess project eligibility and provides detailed responses to inquirers and applicants. Identifies potential ODC clients/projects to be developed in DFC-eligible countries and sectors consistent with Administration & Agency priority initiatives.

The Government intends to offer a firm fixed price contract to the individual whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is 02 January 2021 to 01 January 2023 with three (3) one-year option periods which will be exercised at the Government’s need or discretion.

Basis for contract award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applications and quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award.
