1.0 INTRODUCTION
The City of Stockton is soliciting cost proposals from AASHTO Qualified laboratory
under AMRL Re:source program or Caltrans certified material testing firms to conduct
preliminary site investigation on the existing road structural section of the following
roadways:
1. Arch / Airport Road (B Street to Sperry Road / Performance Drive)
2. Carolyn Weston Blvd. (Manthey Road East to Manthey Road West)
3. Benjamin Holt Drive (Grigsby Place to Plymouth Road)
4. Pacific Avenue (No.3 Lane, SB Lincoln Street to Benjamin Holt Dr.)
A selection panel will rank firms based on but not limited to understanding of
work, experience, qualifications, approach and final report summarizing the
findings of the preliminary site investigation.
2.0 BACKGROUND
In preparation for the design of the FY19/20 Street Resurfacing project which includes
1.44 miles of roadways to be re-surfaced, the City’s pavement management system has
identified the following roadways that need pavement preservation treatment:
1. Arch / Airport Road (B Street to Sperry Road/ Performance Drive)
2. Carolyn Weston Blvd. (Manthey Road East to Manthey Road West)
3. Benjamin Holt Drive (Grigsby Place to Plymouth Road)
4. Pacific Avenue (No.3 Lane, SB Lincoln Street to Benjamin Holt Dr.)
3.0 PROJECT DESCRIPTION
The FY19/20 Street Resurfacing project includes an HMA overlay on Arch/Airport (B
Street to Sperry Road/Performance Drive), Carolyn Weston Blvd (Manthey Road East
to Manthey Road West), Benjamin Holt Drive (Grigsby Place to Plymouth Road) and
Pacific Avenue (No.3 lane southbound between Lincoln Street and Benjamin Holt
Drive). The project will include digouts and installation of ADA wheelchair ramps. The
project also included the installation of new traffic signal detector loops and hand holes
on Arch Road, Pershing Avenue and Carolyn Weston Ranch.
4.0 SCOPE OF WORK / MATERIAL TESTING SERVICES

The City of Stockton is soliciting Cost Proposals from qualified Caltrans certified
materials testing firms to conduct preliminary site investigation on the existing road
structural section of the following roadways:
1. Arch / Airport Road (B Street to Sperry Road/ Performance Drive)
2. Carolyn Weston Blvd. (Manthey Road East to Manthey Road West)
3. Benjamin Holt Drive (Grigsby Place to Plymouth Road)
4. Pacific Avenue (No.3 Lane, SB Lincoln Street to Benjamin Holt Dr.)
The preliminary site investigation report shall summarize the investigation findings and
provide the best recommended preservation treatment based on existing structural
section conditions and testing from the site investigations. The preliminary site
investigation shall conform to AASHTO 93/98 guidelines.
Consulting firm will be required to take HMA Cores and aggregate base and subbase
samples in each direction and shall be qualified to conduct the following tests per the
City’s direction:
R values
Deflection. Using non-destructive strength testing to determine current roadway
strengths
HMA stability value per Caltrans Hveen method
Maximum theoretical and bulk specific gravity of HMA
Aggregate physical properties (i.e. crushed particles, LA Rattler, flat and
elongated, fine aggregate angularity, sand equivalent, etc.)
Conduct Ground Penetrating Radar (GPR) to identify pavement, subbase and
subgrade thicknesses
Test existing subgrade type, condition, strength and moisture
Identify thickness of total HMA section
Identify thickness of existing HMA layers
Identify location of any pavement fabric and type of pavement fabric used
Identify thickness of base and subbase layer
Identify type of base and subbase layer
Identify type of existing cracks (bottom-up, block cracking, transverse cracking
…etc.)
Identify all base failures in the roadway, cause and recommended repairs
Take 4” diameter cores at random locations in both directions of traffic. Location
of cores to be taken shall be marked in the field by City staff prior to commencing
the coring activity. Total number of cores to be taken shall be as follows:
Arch/Airport Road: 5 cores in each direction at a spacing of 1000’
o.c. (Total of 10 cores)
Carolyn Weston Blvd.: 2 cores in each direction at a spacing of
500’ o.c. (Total of 4 cores)

Benjamin Holt Drive: 2 cores in each direction at a spacing of 500’
o.c. (Total of 4 cores)
Final report shall include a coring log with pictures and dimensions of each core. A core
location map shall be provided. Map shall show exact dimensions of where the core is
taken. All core samples taken shall be tagged and provided to the City.
All tests shall be performed by a laboratory that is certified by Caltrans. Copies of
certifications of lab and technicians assigned to the project shall be provided to the
Engineer with the proposal.
The material testing laboratory will be responsible for all lane closure traffic control
setup in accordance to MUTCD 2014 Revision 4. Lane closure hours are 8:30 a.m. to
4:30 p.m.
Material testing laboratory staff shall be required to attend meetings with City staff to
present their testing data, and recommended repair measures.
