Sealed bids for 2021 Pavement Improvement Project #1 – CR 100, CR 85 and CR 38 , according to specifications, will be received by the undersigned, at the Department of Public Works Facility, 8810 Route 242, Little Valley, New York, until Friday, April 23, 2021 at 1:45 P.M. after which they will be publicly opened at 2:00 P.M. (at the same location), by the undersigned, under the direction of the Public Works Committee of the Cattaraugus County Legislature. Each bid, at the time it is received, will be stamped showing date and time of receipt. All bids must be sealed and clearly marked as follows: (Any bid not clearly marked will not be considered.)

DPW BID #30 – 2021 Pavement Improvement Project #1 – CR 100, CR 85 and CR 38

Scope: Mill and Overlay on County Road 100 (Town of Ashford), Mill and Overlay on County Road 85 (Town of Ashford) and Single Course Overlay on County Road 38 (Town of Great Valley).

Electronic copies of the proposed Contract Documents, Plans, Specifications and Instructions to Bidders will be available Friday, April 2, 2021, and may be secured at Cattaraugus County Department of Public Works, 8810 Route 242, Little Valley, New York 14755. Cattaraugus County Local Law 12-2012 as amended by Local Law 5-2015 requires that the County provide a copy of the Cattaraugus County Vendor Responsibility Form to the low bidder. The low bidder will have 5 business days to return the completed form unless the form was mailed by the county to the vendor, in which case they will have 10 business days from the date of the mailing to return the form. Failure by the low bidder to submit the form within the above time frame will lead to the automatic rejection of their bid. The contractor must also ensure that all subcontractors who contract to work on the Project for consideration in the amount of $35,000 or greater, complete this form and submit it to the County for approval within 5 days of the preconstruction meeting. The contractor must also submit, in writing, a request for waiver for any subcontractors whose contract is for less than $35,000. Failure to do so may lead to the rejection of the subcontractor at the County’s discretion.

Currently the Commissioner of Public Works has approved the CCA-2 (New York State Vendor Responsibility Questionnaire For-Profit Construction) with attachments A, B, and C to serve as the Cattaraugus County Vendor Responsibility Form.

All bids must be sent or delivered to Cattaraugus County Department of Public Works, 8810 Route 242, Little Valley, NY 14755. Attention: Dawn Smith.

All bids must be accompanied by a NON-COLLUSIVE BIDDING CERTIFICATE and Bid Bond in the amount of 5% of bid total. All substitutions are to be submitted at time of bid as per the contract documents. No substitutions will be considered after the bid date. Any bid submitted without such certification and bid bond will not be accepted. Any bid not meeting ALL specifications will not be considered. Cattaraugus County reserves the right to reject any or all bids, to waive any informalities, and to accept the lowest responsible bid.

Description: This project involves Pavement improvements on 3 county roads, CR 100, CR 85 and CR
38, in the Town(s) of Ashford and Great Valley.

Date of Completion: All work is to be completed no later than October 31, 2021.
Work to be done:
The Contractor shall furnish all materials, equipment, tools and labor of every
kind required to complete the 2021 Pavement Improvement Project #1 as
described, and perform all other incidental work in the most substantial and
workmanlike manner, and do everything required by the Contract Documents as
defined herein.
A general scope of work is given on pages D-7, D-8 and D-9. The total bid price
shall be the sum of all materials, installation and labor costs as defined herein.
Each unit bid price shall be entered both in words and numerically in the spaces
provided. In the event of a discrepancy the words will be used for tabulation
purposes.
