Sealed bids for Parking Lot Sealing and Striping, Cattaraugus County Center - Olean , according to specifications, will be received by the undersigned, at the Department of Public Works Facility, 8810 Route 242, Little Valley, New York, until Friday, July 9, 2021 at 1:45 P.M. after which they will be publicly opened at 2:00 P.M. (at the same location), by the undersigned, under the direction of the Public Works Committee of the Cattaraugus County Legislature. Each bid, at the time it is received, will be stamped showing date and time of receipt. All bids must be sealed and clearly marked as follows: (Any bid not clearly marked will not be considered.)

DPW BID #35 – Parking Lot Sealing and Striping, Cattaraugus County Center - Olean

Scope: Clean, seal with asphalt pavement sealer system and re-stripe the parking lots surrounding the Cattaraugus County Center Building located at 1 Leo Moss Drive, Olean.

Electronic copies of the proposed Contract Documents, Plans, Specifications and Instructions to Bidders will be available Friday, June 18, 2021, and may be secured online at . Cattaraugus County Local Law 12-2012 as amended by Local Law 5-2015 requires that the County provide a copy of the Cattaraugus County Vendor Responsibility Form to the low bidder. The low bidder will have 5 business days to return the completed form unless the form was mailed by the county to the vendor, in which case they will have 10 business days from the date of the mailing to return the form. Failure by the low bidder to submit the form within the above time frame will lead to the automatic rejection of their bid. The contractor must also ensure that all subcontractors who contract to work on the Project for consideration in the amount of $35,000 or greater, complete this form and submit it to the County for approval within 5 days of the preconstruction meeting. The contractor must also submit, in writing, a request for waiver for any subcontractors whose contract is for less than $35,000. Failure to do so may lead to the rejection of the subcontractor at the County’s discretion.

Currently the Commissioner of Public Works has approved the CCA-2 (New York State Vendor Responsibility Questionnaire For-Profit Construction) with attachments A, B, and C to serve as the Cattaraugus County Vendor Responsibility Form.

All bids must be sent or delivered to Cattaraugus County Department of Public Works, 8810 Route 242, Little Valley, NY 14755. Attention: Dawn Smith.

All bids must be accompanied by a NON-COLLUSIVE BIDDING CERTIFICATE and Bid Bond in the amount of 5% of bid total. All substitutions are to be submitted at time of bid as per the contract documents. No substitutions will be considered after the bid date. Any bid submitted without such certification and bid bond will not be accepted. Any bid not meeting ALL specifications will not be considered. Cattaraugus County reserves the right to reject any or all bids, to waive any informalities, and to accept the lowest responsible bid.

This work shall consist of preparing and treating existing asphalt surfaces with an asphalt
pavement sealer system in accordance with these specifications and in reasonably close
conformity with the limits shown on the Plans or established by the Engineer.
Material consisting of a coal tar concentrate formulated according to the manufacturer’s
recommendation for water and sand/aggregate with required additives.
Refined tar emulsion must meet the following:
- ASTM 5727 (formerly RP 355e) when tested in accordance with ASTM 2939
- ASTM D 490
- ASTM D 3320.
Material consisting of mineral asphalt emulsion meeting ASTM D8099/D8099M-17 and
formulated to the manufacturer’s specification for the water, additives and sand.
The material must be approved by the Cattaraugus County Department of Public Works
prior to placement. Manufacturer Technical Data Sheet shall be supplied to DPW.
Sand/aggregate shall be clean, free of clay, dust, salt or organic matter, and should meet the
gradation requirements as per the manufacturer specification for the asphalt pavement sealer.
Sealer shall be mixed in accordance with the following mix design:
Coal Tar OR Asphalt Emulsion Based Concentrate …………… 100 GALLONS
Water (*Concentrate Dependent) ….…………………………... 20 to 30 GALLONS
Sand ……………………………………………………………. 250 LBS
Additive (Polymer) …………………………………………….. 2 GALLONS
Prior to the application of the asphalt pavement sealer system the existing surface shall be
thoroughly swept, cleaned and pretreated to the satisfaction of the Engineer and in accordance
with selected systems manufacturer’s recommendation. New pavement surfaces shall be cured
for at least 30 days and tested to determine if surface is suitable for sealcoating.
The sealer system shall be applied by means of squeegee/brush or by approved mechanical
means to provide a uniform application and as per approved manufacturer recommendation.
Sealer shall not be applied on a wet surface. Ground/Surface and air temperature must be 50° F
and rising prior to and during application.
Application rate of sealer shall meet recommendation of manufacturer of coal tar asphalt
emulsion. Application rate should be 0.08 – 0.15 gallons per square yard per coat of asphalt
pavement sealer system dependent upon application coat (first or second) based on manufacturer
recommendation. Sealer shall be applied in two coats. Allow the first coat sufficient time for
drying prior to applying the 2nd coat. Allow 2nd coat sufficient time to cure before placing
striping and opening to regular use traffic.
The work shall be measured by the number of square yards of asphalt surface cleaned and sealed
with two coats of sealer. There is no separate payment for each coat of sealer.
The unit price bid per square yard for this item shall include all labor, equipment and materials
necessary to satisfactorily complete the work including the cost of cleaning and preparation of
the surface prior application of the asphalt sealer. The unit price bid per square yard of this item
is for the placement of two coats of asphalt sealer.
The cost for maintaining and protecting traffic shall be included in the unit bid price.
