The City may reject any proposal not in compliance with all prescribed public competitive procurement procedures and
requirements, and may reject for good cause any or all proposals if Lake Havasu City finds it is in the public interest to
do so.
RFQu DESCRIPTION: Lake Havasu City is requesting proposals from qualified firms of Lake Havasu City is
interested in receiving Statements of Qualifications (SOQs) from interested and qualified professional architecture
engineering firms to provide design-bid-build services, including technical construction inspections for replacement of
the HVAC systems and dehumidification controls, including installing new ductwork, building new chemical storage
and mechanical rooms.
There is not an expressed or implied obligation for Lake Havasu City to reimburse responding firms for any expenses
incurred in preparing proposals in response to this request.

Lake Havasu City is interested in receiving Statements of Qualifications (SOQs) from
interested and qualified professional architecture engineering firms (Firm) to provide design-
bid-build services, including technical construction inspections for the City’s Aquatic Center
replacement of the HVAC systems and dehumidification controls, including installing new
ductwork, building new chemical storage and mechanical rooms.
Statements of Qualifications submitted must address, as a minimum, all issues brought forth
in this Request for Statements of Qualifications (RFQ).
SECTION I - PROJECT DESCRIPTION (background)
Henderson Engineers performed a complete evaluation, dated February 15, 2018 (attached),
of the HVAC systems for the Aquatic Center. Based on the recommendations from the
evaluation, this project includes replacement of the HVAC systems and controls, installing
new ductwork, and building new chemical storage and mechanical rooms.
Items 1-4 and 8-15 as identified in the Henderson Engineers Report will be part of the design
areas that detailed plans, bid documents and bidding services will be provided by the
selected Firm to Lake Havasu City. In addition, post bid technical inspection services and a
detailed construction cost estimate based on the design will be required.
The preliminary cost estimate for construction is $2,000,000.
SECTION II - SCOPE OF WORK
Architecture / Engineering Firm that has experience in the design of swimming
pool HVAC systems, including dehumidification and controls.
Must have experience in the design of large mechanical, boiler and pool chemical
storage systems.
Must have the ability to design architectural and MEP systems associated with a
pool and produce a set of construction drawings and specifications.
Must have the ability to provide for construction inspections.
Bidding Services herein means the Firm will provide the City with support during

the formal and competitive procurement process for the replacement design
herein. The Firm will utilize City’s template procurement documents for request,
receipt, evaluation, and award. The procurement process will be managed by the
City. The bid period begins with the publishing of the advertisement for bids, and
ends with the contractors Notice to Proceed.
SECTION III - STATEMENT OF QUALIFICATIONS EVALUATION CRITERIA
The Lake Havasu City Aquatic Center HVAC and Dehumidification Professional Services
Consultant will be selected through a qualifications-based selection process. Firms
interested in providing these services must submit a Statement of Qualifications (SOQ) that
addresses the following issues:
A. Aquatic Center Design Experience of the Prime Firm (40 points)
Discuss the experience and qualifications of the prime firm in providing detailed plans,
bid documents, bidding services, post bid technical inspection services, and a detailed
construction cost estimate on projects specifically with aquatic center designs of a
similar size and scope, local and regional. For each project listed, please provide:
1. Description of the project
2. Role of the firm
3. Project’s original contracted construction cost and final construction cost
4. Construction dates
5. Project owner
6. Reference information (two current names with telephone numbers per project)
7. Information on each project as to any legal issues, or litigation involving the
contractors and subcontractors involved with the project
8. Information on each project as to how many change orders were issued, at what
costs, and for what purpose
9. Interaction with State Local Agencies
B. Overall Experience of the Prime Firm (20 points)
Discuss the experience and qualifications of the prime firm in providing detailed plans, bid
documents, bidding services, post bid technical inspection services, and a detailed
construction cost estimate on projects of a similar size and scope, local and regional. For
each project listed, please provide the same above list of items, 1 through 9:
C. Qualifications of Individual Team Members (20 points)
Discuss the experience and qualifications of the specific project team members on at
least three (3) projects of comparable character and complexity. Describe your approach
to overall team formation and coordination of design and construction management team
members and provide an organization chart.
