I. BACKGROUND INFORMATION
The New York State Unified Court System (UCS) Office of Court Administration’s (OCA) Division of
Professional and Court Services (DPCS) is soliciting proposals via this Request for Proposals (RFP) for
the purpose of establishing a contract to provide peer mentoring services for the Albany County Juvenile
Drug Treatment Court.
UCS operates problem-solving courts, among them juvenile drug courts, which help judges and court staff
respond to the needs of youth and the community. Problem-solving courts look to the underlying issues
that bring people into the court system, employ innovative approaches to address those issues, and seek
to simplify the court process for litigants. A juvenile drug court involves an intervention by the court in
cooperation with a team of specialists in social services, treatment, and criminal justice professionals in
the local community. In return for a promise of a reduced sentence, appropriate non-violent addicted youth
are given the option of entering voluntarily into court-supervised treatment. The rules and conditions of
participation are clearly stated in a contract entered into by the youth, the law guardian, the county
attorney, and the court.
II. PROJECT INFORMATION
UCS is the recipient of an award by the U.S. Department of Justice, Office of Justice Programs, the Office
of Juvenile Justice and Delinquency Prevention (OJJDP), for the purpose of implementing peer mentoring
services for the Albany County Juvenile Drug Treatment Court. The maximum available funding over
the Contract Term (September 1, 2022 – September 30, 2025) for the performance of Project Services (as
set forth in Article V below) is $140,503 (“Maximum Funding”).

Project Goals
The Albany County Juvenile Drug Treatment Court (JDC) will
enhance its JDC by implementing peer mentoring services.
The goal of the peer mentor is to serve as positive support and
encouragement for the success of Albany JDC participants in
academics, pro-social thinking, and behaviors as well as overall
compliance with the program.

III. AWARD
A single contract will be awarded for a term effective on or about September 1, 2022 and terminating on
September 30, 2025 (“Contract Term”)

UCS shall have the option to extend the contract for a maximum of twelve (12) months upon the same
terms and conditions (except for the budget, which will be subject to agreement by the parties and approval
by UCS) as of the expiration date of the Contract Term. Any such extension is subject to the approval of
the NYS Attorney General and the NYS Comptroller.
IV. MINIMUM QUALIFICATIONS
Applicants must have facilities in the county of Albany or the ability to provide services within the county.
Applications will be considered from organizations that are deemed capable of meeting the Organizational
Capacity and Proposed Service Delivery criteria set forth in the Detailed Rating Sheets contained in
Exhibit 3 annexed hereto. Applications from individuals will not be considered.
V. PROJECT SERVICES
UCS seeks proposals for the performance of the services listed below (“Project Services”). The selected
applicant shall be required to provide the Project Services as well as the staffing listed below.
1. Serve as a peer mentor and advocate for participants in the JDC and help guide and support JDC
participants.
2. Assist participants in all stages of recovery by recognizing personal strengths, setting goals and
assisting clients with life skills building.
3. Serve as a positive influence in the participant’s life, encouraging them towards success in
school and future goals.
4. Support participants in developing a positive mindset towards peers and caring adults.
5. Help to support participants compliance with mental health services.
6. Work with youth to pursue prosocial activities and events in the community.
7. Meet with participants on an on-going, as needed basis on and off-site and via e-mail and cell
phone for support, advice and guidance. Maintain cell phone availability and have flexible hours
to allow him or her to attend to participants in the evenings and weekends where practicable.
8. Develop lines of communication with Treatment Team Court Coordinator/Judge and provide
continuous feedback on participants’ progress.
9. Communicate with Court Coordinator to resolve issues regarding time commitments, resistant
participants or unmanageable challenges.
10. Attend all scheduled court sessions.
11. Create and update the mentor logbook or case management notes after speaking with
participants. These files are maintained separately from court files.
12. Maintain appropriate boundaries with participants.
13. Maintain confidentiality standards.
14. Assist the Court in collecting all funder-mandated data.
15. Contracted agency will be responsible for providing professional oversight/consultation for
assigned peer mentor.
Required Staffing:
1. Peer Mentor (part-time) who can relate to the population for whom services are sought.
