Owner’s Rep / Construction Manager for City Hall Remodel Project
Project Overview/Scope: The City is requesting proposals from qualified individuals or firms to provide
Owner’s Representative / Construction Management Services for the remodel of the occupied 32,900 sq/ft
Municipal Building. The selected firm or individual will be responsible for providing services through construction,
assisting with phased schedules to allow for business continuity and providing support for logistics of moving
people, items and services during construction. The anticipated start date is December 2019.

Recommended Pre-Proposal / Site Visit Conference: Scheduled for Monday, October 21, 2019 at 10 a.m. at
the Wheat Ridge Municipal Building, west entrance for check-in in the Lobby, 7500 W. 29th Ave., Wheat Ridge
CO 80033.
Deadline for Questions: Noon, October 25, 2019

Minimum Requirements: Awarded firm must have a valid City of Wheat Ridge Business/Use Tax license prior
to starting the project. This service requires compliance with both the “Illegal Alien” provisions of CRS8-17.5-101
and “Non-Discrimination Assurance” of Title VI Regulations at 49 CFR Part 21 (forms included in bid
documents). Local Service required. Security clearance (WRPD) required.
Minimum requirements for this project include owner’s representation, or construction management and
execution of projects of similar scope and complexity, where integration and construction of new and existing
infrastructure facilities are a major consideration. Interested firms shall have been in business in the Denver area
for a minimum of five (5) years. Those firms shall have adequate staff and expertise to begin work within six (6)
weeks of the submittal date.
Proposals Due: THURSDAY, November 7, 2019 BY 4:00 PM OUR CLOCK. THERE IS NO PUBLIC
OPENING. Late receipt of bids will not be considered regardless of postmark. It is the responsibility of the offeror
to ensure the proposal is received in the Purchasing Office on or before the due date and time.

The City will accept proposals in hardcopy or email format. Sealed hardcopy proposals must include: one
(1) marked “Original” and three (3) copies of the proposal, for a total of four (4) complete sets, and an electronic

Comments: All proposals must be sealed, and will be validated upon receipt. No proposals will be accepted
after the due date and time. Proposals received after the specified opening time will be filed unopened. The City

informalities to make an award in the best interest of the City.

I. INTRODUCTION
A. General
The City of Wheat Ridge (the “City”) Municipal Building is located in the northwest Denver metropolitan area,
with municipal offices at 7500 W 29th Avenue, Wheat Ridge, CO 80033. The City’s area consists of about nine
square miles of rolling land adjacent to Interstate 70 transportation corridor between Denver and the Rocky
Mountains. The topography is somewhat unique, with a natural ridge traversing the City. The City is a suburban
community of approximately 33,000 residents. The City is a home-rule municipality with eight council members,
and a city manager and mayor form of government.
B. Background and Expectations
The Wheat Ridge Municipal Building (aka City Hall) is located at the corner of Wadsworth Blvd. and 29th Ave.
The 32,900 sq. ft. building, originally constructed in 1976/77, underwent a major addition in 1996/97. It is the
City’s desire to remodel portions of the facility to improve security measures and to accommodate more office
and workspaces. Barker, Rinker, Seacat Architects has produced construction plans and specifications.
The awarded Owner’s Rep / Construction Manager cannot be awarded a design or construction contract
for the same project.
Contractors will be required to submit to security background checks. Persons with conviction of certain
crimes will be precluded from working on the project.
The awarded Owner’s Representative should expect to work with a small cross-departmental team from
the City.
Zach Lovato will be the single point of contact for all issues arising from the execution of a contract for
this RFP and will be the final decision authority on all aspects of Design and Construction of the project.
C. Objectives
This RFP is intended to solicit proposals to furnish Owner’s Rep / Construction Manager Services for the
remodel of the Wheat Ridge City Hall at 7500 W. 29th Ave., Wheat Ridge, CO. The City intends to award this
contract to one qualified individual or organization based on expertise, qualifications and costs. The selected
firm or individual will be responsible for providing services through construction, assisting with phased schedules
to allow for business continuity and providing support for logistics of moving people, items and services during
construction.
Proposers should be prepared to begin Owner’s Rep services defined by this RFP in December 2019. The
design aspects of the project are complete. Construction bidding is planned for early 2020.

II. STATEMENT OF WORK
The actual services to be performed will be determined by the City, to include—but not limited to—the following
services:
Assist City Staff as required with preparation and maintenance of the Project Management Plan including
the Construction Management Plan and the Risk Management Plan
Constructability/technical review of design documents and value engineering
Cost estimating of the project, sub-projects and change orders
Assist in the selection of the construction contractor(s)
Serve as the City’s Owner’s Representative and as the Construction Manager
Coordinate and document communications with and among the City, BRS, Construction Team and other
stakeholders
Project scheduling, including developing and maintaining work breakdown structure, critical paths, earned
value management and/or related schedules and tools
Manage and document all project meetings
Construction quality control monitoring, testing and inspections including documentation
Construction observation a minimum of once a week anticipated, with reports including digital photo log of
the construction progress
Document and coordinate any request for information and the responses from the City
Document and coordinate any Contractor requested changes to project and all approved/denied request for
those changes
Monitor progress of construction work to determine compliance with the drawings and specifications
Document and coordinate any City request for changes to project and responses from the contractor
Document management and control including all construction and construction administration documents,
correspondence, permitting and inspection results and as-builts, regardless of format
Perform claim analysis and coordinate Construction payment requests
Coordinate FF&E placement and commission services
Perform project close out services
Recommend and coordinate business continuity phasing
Coordinate logistics of moving people, items and services during construction
Deliverables and Technical Requirements
The awarded Owner’s Rep / Construction Manager shall have the organization, human and technical
resources in-house to perform the tasks listed above in an expeditious and economical manner consistent
with interests of the City
The awarded Owner’s Rep / Construction Manager will be expected to plan, program, administer, manage
and execute its scope of work in accordance with all federal, state, local laws and regulations including, but
not limited to, applicable building codes and the Americans with Disabilities Act
The awarded Owner’s Rep / Construction Manager shall have the necessary licenses and authorizations to
perform work in the State of Colorado
The awarded Owner’s Rep / Construction Manager will be required to complete a Conflict of Interest
Disclosure Affidavit affirming that they have no conflict of interest with any of the organizations or personnel
of the City, or the Design or Construction teams
The awarded Owner’s Rep / Construction Manager, at its own cost, shall furnish and maintain all necessary
personal protective safety equipment for their personnel as required for the type of work in accordance with
Occupational Safety and Health Administration (OSHA) and the Owner’s Rep / Construction Manager’s
Safety Program
