Specifications for VDH Opioid Overdose Recognition
and Response Videos
The Virginia Department of Health (VDH), Office of Emergency Preparedness, is soliciting bids
to assist with the production of opioid overdose recognition and response videos and print
collateral. A total of $67,000 in federal funds from the Centers for Disease Control and
Prevention is available for this project and is all-inclusive (design, production and delivery).

Contractor shall produce two animated videos (each in English & Spanish). The videos will
use appropriate, actionable messages based on VDH and Virginia Department of Behavioral
Health and Developmental Services (DBHDS) guidance. The videos will need to be produced
in a variety of final formats for use on television, cable channels, websites, social media,
closed-circuit television and movie theaters. Contractor will design two graphics (each in
English & Spanish) for use on print collateral and social media.
Video #1 will target the general population and will provide information on how to
recognize (signs and symptoms) and respond (to include contacting emergency services
and administering naloxone). This video will be :30 seconds in length.
Video #2 will target the general population and will provide information on how to
recognize (signs and symptoms) and respond (to include contacting emergency services
and administering naloxone). This video should expand on and provide additional detail
than video #1. This video will be one to two minutes in length.
Video #1 (English) must be completed and ready for use on or before October 15, 2019.
Video #2 (English) must be completed and ready for use on or before October 31, 2019.
Spanish language versions of Videos #1 and #2 must be completed for use on or before
November 15, 2019.
Graphic #1 will display information on how to recognize an opioid overdose
Graphic #2 will display information on how to respond to an opioid overdose.
Graphic #1 (English & Spanish) must be completed and ready for use on or before November 15,
2019.
Graphic #2 (English & Spanish) must be completed and ready for use on or before November 15,
2019.
Bids submitted on eVA must be accompanied by the following:
- References and/or documented testimonial from previous clients
- Name of subcontractor(s) if applicable
- Example of animated video from past client (or subcontractor’s past client).
- Example of past work demonstrating successful experience with multi-cultural target
audiences, specifically Hispanic populations.
- Experience working with another state agency or non-profit organization preferred.
- Experience working on health promotion or educational campaign preferred.
- All messaging, images, data, and information from this project is completely
confidential and between the contractor and VDH and must not be shared with outside
sources without VDH approval and permissions.
- During production, stills and/or rough cuts of each video should be sent to VDH for
review and feedback.
- VDH will own all rights to the videos and may use videos for future educational efforts.
- Contractor must provide project files to VDH upon completion.
