This bid will be awarded to the bidder with the lowest, responsive, responsible “Total Bid” for items 1
thru 6 as noted on the Excel spreadsheet.

to purchase these quantities, the Utility reserves the right to increase, decrease and/or change these

THE ITEM(S) CONTAINED WITHIN THIS BID PROPOSAL IS / ARE TO BE PROVIDED IN
ACCORDANCE TO THE FOLLOWING AND OR ATTACHED SPECIFICATIONS:
SCOPE OF WORK
The scope of work under this contract is to provide labor, material and equipment for the field repair of steel
pipe and pre-stressed steel cylinder concrete pipe (SCCP) arising from water main breaks as specified in Work
Item Specification.
MINIMUM QUALIFICATIONS
Minimum Qualifications of the Firm
Bidder must own a metal fabrication shop and have a minimum of five (5) years’ experience in fabricating
custom dimensioned steel plates for repair of steel pipe or steel cylinder concrete pipe water mains and must
have performed a minimum of three (3) repairs on such pipe within the one (1) year prior to the date of this
bid. Bidder shall submit a detailed description of such repairs and the names of the agencies or owners for
whom the repairs were performed. Bidder shall submit a minimum of three (3) references, including contact
information, from agencies or owners, preferably for work matching the repairs submitted above. Bidder must
employ full time, and make available for performance of work under this contract, a minimum of six (6)
welders meeting the qualifications specified below.
Minimum Qualifications of the Welding Staff
Welder staff shall meet the following minimum qualifications: (a) be American Welding Society (AWS)
Certified Welders and possess a valid certificate conforming to the ANSI/ASME Boiler and Pressure Vessel
Code, demonstrating qualifications under Section IX, Welding Qualifications, of the ANSI/ASME Boiler and
Pressure Vessel, Code, or AWS B2.1; and (b) have a minimum of three (3) years’ experience in field welding
of steel repair plates onto SCCP. Bidders shall submit resumes of the qualified welding staff, including copies
of welding certifications, with their bid.

WORK ITEM SPECIFICATIONS
1. Field Welders – Labor (Line Items 1 and 2)
Work to be performed shall include, but not limited to the following:
At owner’s request, provide up to four (4) qualified welders simultaneously at one (1) main break site, or up
to six (6) qualified welders total when working on two (2) simultaneous main beak sites. Each welder shall
be furnished with their own vehicle and welding equipment. Welders shall be at the break site(s) within four
(4) hours of a service call, twenty-four (24) hours a day three hundred sixty-five (365) days a year, and
perform the work specified below.
Repair work at the site(s) shall continue without interruption until completed, which may require the
qualified welders to work in shifts. Chargeable hours under this item shall be documented in forms
provided by the owner. Said forms shall be filled out and signed by welding staff and the owner’s repair
crew foreman.
a) For repair of pipe ruptures using a steel plate:
Inspect the damaged pipe section(s) and determine the size and radius of the steel plate and length of
rebar to be used for repair of the ruptured pipe and provide this information to the fabrication shop. Grind
and prepare metal surface of pipe’s steel cylinder to allow proper welding of repair plate. Weld steel plate
over steel cylinder of pipe and weld a three (3) to five (5) inch standard threaded black pipe coupling
(supplied by owner) at location specified by owner. Spiral wrap and tack weld rebar around exposed metal
section of pipe with inter-bar spacing equal to the pre-stressed wire spacing. Weld lead wires of cathodic
protection anodes (supplied by owner) to steel surface of pipe where indicated by owner. Use of all
welding equipment and consumables required for the weld shall be included in this item.
b) For splicing a replacement section of pipe (replacement pipe furnished by the owner):
Grind and prepare metal surfaces of pipe where replacement pipe section will be inserted. Weld metal
surfaces of replacement pipe section to those of existing pipe. Welding may be done at a spigot
connection or at mid-joint connection. Owner’s repair crew will, as necessary, expose the metal cylinders
of the existing and replacement pipe section to allow for proper welding. Weld lead wires of cathodic
protection anodes (supplied by owner) to steel surface of pipe where indicated by owner. Weld a three (3)
to five (5) inch standard threaded black pipe coupling (supplied by owner) at location specified by owner.
2. Steel Repair Plate, Quarter (1/8) Inch Thickness (Line Items 3 and 4)
Fabricate steel repair plate of indicated dimensions to bending radius provided by field welder. Cut plate to
length if required to fit pipe circumference. Transport steel repair plate to site for installation. Contractor will
be paid for one entire steel plate even if only a portion is used for repairs. Any unused piece of steel plate
will be turned over to the owner for possible future use. Owner may provide contractor with a piece of steel
plate left over from a previous repair to complete a patch providing such piece is of the correct radius.
3. Three-Eighths (3/8) Inch Diameter Hot Rolled Round Bar (Line Item 5)
Provide and install rebar in a spiral arrangement around the steel surface of the pipe, bent to the required
radius, with bar-to-bar spacing equal to the original pre-stressed wire spacing. Tack weld bar at regular
intervals to steel surface of pipe. Contractor will be paid for actual length installed measured to the nearest
LINEAR FT.

4. Allowance (Line Item 6)
The allowance shall be used for any unexpected or unanticipated expenses required that is not listed in the
contract line items at the owner’s discretion only.
WARRANTY: The contractor shall warranty all welds against leaks for a period of one (1) year from the
date of the repair. Any defects that develop due to defective welds within the warranty period will be
remedied by the contractor by redoing the defective welds, after exposure of the leak by the owner’s crews,
at no cost to the owner. The warranty period shall renew for another one (1) year period starting from the
date the defect is remedied.
Personnel entering the premises of El Paso Water Utilities (to include drivers of delivery vehicles) are required
to wear an identification badge containing the following information:
