NOTICE - REQUEST FOR PROPOSAL

Sealed submittals from firms will be received by the Purchasing Department of the Hall County Board of Commissioners at 2875 Browns Bridge Road, 4th Floor, Gainesville, GA 30504, until 3:00 pm, legally prevailing time, on Tuesday, October 9, 2018 @ 3pm, for:

ON-CALL CONTRACTOR SERVICES FOR PUBLIC WORKS

After the time and in a room at the place noted above, the proposals for each commodity will be publicly opened and read. No extension of the bidding period will be made unless officially announced via an addendum to this RFP.

Hall County Board of Commissioners is soliciting submissions requesting the following services to be performed on a task order basis by an On-Call Contractor to include (but not limited to) providing services for all aspects of grading, including but not limited to, construction and repair of utilities, storm sewer systems, sidewalks, shoulder repair, road construction, etc. to the Hall County Public Works Department.

Bid Documents may be obtained by going to our website at hallcounty.org, then clicking on Bids & Proposals in the left hand column. Click on the RFP #39-018 ¡°Demand Services for On-Call Contractors for Public Works¡± and fill out the requested information then click submit which will send an automatic request to our office. You can also contact us in the Purchasing Office at 2875 Browns Bridge Rd, 4th Floor, Gainesville, GA 30501 or Phone (770) 535.8270 or Fax (770) 531.7112 to obtain the information at no charge. This is the only official release site for this RFP or any addenda that may be issued for same.

A Bid Bond will not be required with proposal submission nor will Payment and Performance Bonds be required at the signing of the contract. The successful bidder shall provide insurance in the amount of at least one million dollars ($1,000,000.00) as required by Paragraph 17 of the ¡°Terms and Conditions¡± of these documents.

Firms must submit six (6) copies of their proposal; one (1) of which must be marked as ¡°Original¡± and five (5) marked as ¡°Copy¡±. Proposals shall be enclosed in a sealed envelope or box clearly marked with ¡°RFP #39-018 for ¡°On-Call Contractor Services for Public Works¡± in the lower, left corner. Proposals that do not clearly outline responses to each criterion may be eliminated from further consideration. Your submittal must have a signature in its ¡°original form¡±. Hall County suggests this is provided on ¡°Introductory Letter¡±. Failure to sign your proposal in the introductory letter will force your bid to be declared as ¡°non-responsive¡± and not be considered for award. You may submit your sealed bid per the following:

Hall County accepts no responsibility for any expense incurred by proposers responding to this RFQ; such expenses are the responsibility of the proposer.

All bid responses become the property of Hall County Board of Commissioners and will not be returned.
No proposal may be withdrawn for a period of ninety (90) days after time has been called on the date of opening.

All qualification submittals will be evaluated in accordance with applicable Hall County rules, regulations, and laws. Evaluation of firms submitting statements of qualification for this project will be based on qualifications, experience, and performance on past projects along with references. During the evaluation process, the selection committee and the County reserve the right, when it may serve the County¡¯s best interest, to request information or clarification from proposers or to allow corrections of errors or omissions.

This bid will be evaluated using a multi-step process. The first step is to evaluate the ¡°qualification¡± proposal and submissions. Factors to be considered in the evaluation include: qualifications of the professional staff, experience on similar services, performance on past contracts, project approach, schedule and references for similar contracts. This step will result in a ¡°short list of qualified firms¡±. After the ¡°short list¡± is compiled, the second step is to schedule interviews with the ¡°short listed¡± firms, if necessary. Pricing will be opened only after the short list of firms has been determined. A rate fee schedule proposal is requested in a separate envelope for the purpose of negotiating task orders to be assigned under this contract. The County reserves the right to award bid to more than one vendor.

The County shall reserve the option to reject any or all bids, in whole or part, or to select any bidder to complete the described Work. Award of Contract will not be solely based on low bid, but also on quality, references and other subjective criteria as the County may deem necessary and as the County may determine at its sole discretion. The Undersigned Bidder expressly understands that his/her proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder.
