SECTION I.
1.1 Purpose
GENERAL PURPOSE & APPLICANT INFORMATION
The Ohio Department of Job and Family Services (ODJFS) releases this Request for Grant Applications (RFGA) for
the purpose of soliciting applications from qualified organizations to implement, operate and evaluate the Ohio
Kinship and Adoption Navigator Program (OhioKAN) model as currently designed and as established in Ohio
Revised Code (ORC) 5101.851. This RFGA seeks to select one (1) grantee. The responsibilities of the selected
applicant will include implementation and oversight of the OhioKAN program, which provides services to kinship
and adoptive families throughout Ohio. The grantee will provide training and technical assistance services to
OhioKAN staff, collaborate with community partners, and monitor program fidelity. The grantee will also
oversee a rigorous evaluation of OhioKAN implementation and program effectiveness. ODJFS will award funding
only to a qualified organization that demonstrates knowledge of the service needs of kinship and adoptive
families and of child welfare programs and practices.
For the purpose of this RFGA, the term “applicant” shall be defined as nonprofit business, firm, organization, or
individual interested in this opportunity. The terms “application” and “response” may be used interchangeably
to indicate materials submitted to ODJFS by an applicant in order to be considered for award of a grant for
services described in this RFGA. The terms “grantee” and “selected applicant” may be used interchangeably in
reference to an organization selected by ODJFS through this RFGA for award.
1.2 Issuing Office
The ODJFS Office of Children and Families (OCF) has issued this RFGA and will provide oversight of the resulting
grant.
1.3 Background
Having a safe and stable home is important to the development and well-being of children. When a child cannot
be in the home of a parent, a kinship caregiver or an adoptive home can provide the most stable permanency
option. ODJFS has supported several kinship and adoption initiatives, but with the rise of children placed in out
of home care, kinship and adoption stability has become a priority. On February 9, 2018, the federal government
signed into law the Family First Prevention Services Act (FFPSA) which will allow states to receive federal
reimbursement for the provision of services by a kinship navigator program approved as an evidence-based
program on the Title IV-E Clearinghouse. In July 2019, Ohio passed House Bill 166 requiring a statewide kinship
care navigator program for all kinship caregivers as defined in ORC 5101.85. ODJFS was given $8.5 million to
develop, implement, and maintain a navigator program that meets the needs of caregivers.
With this state and federal support, ODJFS worked with a vendor to develop the OhioKAN program, an
innovative, statewide kinship and adoption program model. The model was developed by reviewing research,
conducting surveys of caregivers and professionals, and working with multiple statewide stakeholders. In
