Description:

The City of Lodi (City) is requesting proposals from vendors to provide: qualified officials for the City’s adult basketball, volleyball and softball leagues, and youth volleyball and basketball leagues.


The CITY offers adult basketball, volleyball and adult slow-pitch ASA softball leagues throughout the year. Adult basketball games are typically played on Friday evenings. Adult volleyball games are typically played on Monday evenings. Adult Softball games are typically played on Monday and Tuesday evenings.


The City also offers youth volleyball and basketball leagues throughout the season. Youth volleyball games are typically played on Tuesday evenings. Youth basketball games are typically played on Monday afternoons.

Qualifications:
Interested parties shall submit the Officiating Services Bid Form along with a written proposal to the City of Lodi, which should include enough information to demonstrate the approach and ability to accomplish the following tasks:

A. The Proposer must have adequate experience, financial resources for performance, and staffing to coordinate the officiating services as described during the performance period of the proposed contract.

B. The Proposer must be able to meet the proposed or required performance schedule.


C. The Proposer must have a satisfactory record of contractual performance.

D. The Proposer must maintain the auditable records, documents and papers for inspection by authorized City of Lodi representatives.

E. The Proposer must enter into an Agreement for services with the City of Lodi.

F. The Proposer must be otherwise qualified and eligible to receive an award under all applicable laws and regulations.

G. Work with City Staff to ensure effective workflow and quality control of this primary promotional publication.

H. The Proposer must maintain all liability insurance, and agree to hold the City of Lodi harmless, consistent with the following: CONTRACTOR further agrees to assume all hazards and risks which CONTRACTOR may incur in the course of performing this contract and agrees to indemnity and hold the City of Lodi harmless and release the City of Lodi, its officers, employees, agents and participants, from any and all liability for any injury arising out of, or in any way connected with participating in this program. CONTRACTOR understands that CITY has no accident or Workmen’s Compensation insurance for persons performing services as an independent contractor.

I. Provide evidence of Comprehensive General Liability Insurance coverage in the amount of $2,000,000 general aggregate and $1,000,000 per occurrence for general liability, bodily injury, personal injury, and property damage naming the City of Lodi as Additional Insured, Worker's Compensation as required by the State of California, professional liability for claims made at $1,000,000 per occurrence, automobile liability claims made at $1,000,000 per occurrence.

J. Provide evidence of Sexual Abuse/Molestation coverage must be included under General Liability or obtained in separate policies in an amount of not less than $1,000,000 per occurrence ($2,000,000 aggregate).

K. Provide a copy of City of Lodi Business License.

L. Follow through with all requirements set forth in the attached City of Lodi Professional Services Agreement (Exhibit B), which shall be the binding contract with scope of services and fees attached as exhibit

Special Requirements:
A. Format: Interested parties shall submit the Officiating Services Bid Form along with a written proposal to the City of Lodi, which should include enough information to demonstrate the approach and ability to accomplish the following tasks.

B. Pre-Proposal Information: As it is the City of Lodi's intent to provide the same information to all interested parties, questions will not be answered individually by telephone or other means, but will be answered on the City’s website, http://www.lodi.gov/finance/bids.html. City of Lodi encourages interested parties to submit questions in writing by emailing to Laura Johnston, Recreation Manager, at ljohnston@lodi.gov, or by calling (209) 269-4852. All questions and requests for clarification must be submitted by 5 p.m. April 8, 2021.

C. Submission Requirements: Proposals must be received no later than April 16, 2021. No faxes or e-mails shall be accepted. Proposals received after that date and time will not be accepted. All proposals shall remain firm for 90 days following closing date for receipt of proposals. Mail or hand deliver to:
