ADVERTISEMENT FOR BIDS
Sealed Bids for the Royal Oak Schools, consisting of:
BP#4 - Royal Oak Oakland Elementary School Addition and Renovation
The Board of Education of the Royal Oak Schools (“Owner” or “School District”) requests Bids for the above
referenced Project. Bids will be received at, 800 DeVillen Ave, Royal Oak, MI 48073 ATTN: to Ms. Kathy
Abela, Executive Director Finance & Operations, on or before 1:30 P.M., local time on November 19,
2019 (“Due Date”) at which time all Bids received will be opened and read aloud at the Royal Oak Schools
Royal Oak Schools reserves the right to award contracts for the project separately or combined. Bids are to
be submitted in a sealed envelope. The bid division(s) being bid is/are to be identified on the outside of the
envelope. The Owner is not liable for any delivery or postal delays. The Board of Education will not consider,
accept or open a Bid received after the Due Date and time specified for Bid submission. All Bids received
after the Due Date will be unopened and made available to the respective Bidder for pick-up, at their sole cost
and expense for a period of two (2) weeks.
Faxed or e-mailed Bids will not be considered.
This Project will consist of separate sealed Bids for the following Bid Divisions of work, for each of the
projects noted above:

Bidding Documents prepared by TMP Architecture will be available for public inspection at the office of the
Construction Manager, McCarthy & Smith, Inc., 24317 Indoplex Circle, Farmington Hills, MI 48335; the
Dodge Plan Room, Construction Association of Michigan (CAM), Reed Construction Data, and Builders
Bidding Documents will be available beginning at 3:00 P.M. on October 28, 2019 via the following:
- Bidders may obtain one (1) set of ½ size bidding by contacting the Construction Manager, McCarthy &
Smith, Inc., at (248) 427-8400.
- Bidders may download Bid Documents from Gradebeam.com free of charge by contacting the
Construction Manager, McCarthy & Smith, Inc., at (248) 427-8400 to obtain log in information for
access to the Project documents.
- Bid documents will be available online by going to the District’s web site,
www.Royaloakschools.org and clicking on District/Departments/Finance/Open Bids.

There will be a Pre-Bid Meeting on Thursday, November 7, 2019 at 4:00 p.m. at Oakland Elementary
Schools located at 2415 Brockton Avenue, Royal Oak, MI 48067. The purpose of the meeting will be to
review the project bid documents and schedule, and to answer any questions bidders may have. Following
the meeting, the bidders will have the opportunity to visit the project site. The pre-bid meeting is not a
mandatory meeting; however, bidders are strongly encouraged to attend.
All Bids should include 2 copies (1 original, 1 copy) of the Bid Pricing Form (Section 00 41 26), Bid Execution
Form (Section 00 42 00), Familial Disclosure (Section 00 42 05) and the Iran Economics Sanctions Act
Affidavit (Section 00 42 10.
Each Bid must be accompanied by a sworn and notarized statement disclosing any familial relationship that
exists between the owner or any employee of the Bidder and any member of the Board of Education or the
Superintendent of Royal Oak Schools. The Board of Education will not accept a Bid that does not include this
sworn and notarized disclosure statement.
Each Bid must be accompanied by a sworn and notarized statement certifying that the Bidder is compliant
with the Iran Economics Sanctions Act. The Board of Education will not accept a Bid that does not include
this sworn and notarized statement.
All Bids must be accompanied by a Bid Security, in either the form of a bid bond or certified bank check, in
the amount of five (5) percent of the amount of the Bid, payable to Royal Oak Schools, as a guarantee that if
the Bid is accepted, the School District is secured from loss or damage by reason of the withdrawal of the Bid
or failure of the Bidder to enter a Contract for performance, Further, the Bidder will execute the Contract,
provide the required insurance certificate(s) and file the required bonds within ten (10) days after notice of
award of Contract but prior to Work commencing.
The contents of RFP and Bidder’s (also referred to as Contractor in these documents) Proposal will become
contractual obligations, if a contract ensues. Failure of the Bidder to accept these obligations will result in
cancellation of the award. Award of a contract by the District is subject to the Contractor executing a
Contract, which shall incorporate the contents of this RFP and the Contractor’s Proposal and final approval if
the same by the District’s legal counsel.
Royal Oak School’s Board of Education reserves the right to accept or reject any and all Bids, either in whole
or in part, to waive any informalities or irregularities therein, or to award the contract to other than the
Bidder(s) submitting the best financial Bid (low bidder), in its sole and absolute discretion.
This Project is authorized by Royal Oak School’s Board of Education and Administration.
