1 INTRODUCTION
Iowa State University is seeking a consultant to provide proposal development management and support to principal
investigators for the NSF Regional Innovation Engines opportunity.
The consultant will need to support the PIs in the development of proposals, to facilitate a competitive submission.
The scope of work includes strategic assessment with analysis of gaps and weaknesses, design and
conceptualization of the proposal, roadmap development and project management, establishment of a master
schedule/timeline, facilitation of multi-sector and multi-institutional partnerships, regular progress updates and
recommendations for action, competitive integrated proposal development, draft pre-submission reviews and
improvement, effective evaluation plan and compliance check.
2 EVALUATION CRITERIA
The evaluation of this RFP/RFQ may be based upon, but not limited to:
Ability to meet required specifications
Ability to meet preferred specifications
Availability of support
Experience helping with successful Engines proposals
Quality of references and or past support
Overall cost to ISU of all proposed services.
Meeting the specifications/requirements of this RFP.
Exceptions taken to this RFP.

3 TERM of CONTRACT
Work will begin immediately upon award and contract finalization. The first stage ends August 2024 and the next
stage ends February 2025.

4 COST & FEES
The total budget is estimated to be no more than $100,000 which includes both stages of the project. Only services
provided will be approved for payment.

5 REQUIRED SPECIFICATIONS
The required specifications of the consultant shall include:

6 PREFERRED SPECIFICATIONS
The preferred specification of the consultant shall include:
The facilitation of multi-sector and multi-institutional partnerships
It would be preferred to have an evaluation plan as part of your proposal within the stated budget, but it is
not required
Not working with other Engines proposals in the region, this includes direct competitors. Awarded supplier
may be asked to sign a Conflict of Interest form

7 EXPERIENCE WITH NSF ENGINES PROPOSALS
Please provide narrative (Minimum 1 page and Maximum of 20 pages) describing your experience with grant
management/consulting. Identify each of the individuals who would be directly involved in handling the work and
include information about them that will indicate their expertise in meeting the needs of Iowa State University.
Include as Response Attachment 1 of your RFQ proposal.

8 Contractor Certification
In response to this RFP/RFQ and after carefully reviewing all instructions, scope of work/specifications, and terms in
the RRP/RFQ documents, submits this Proposal as an offer to enter into a mutually acceptable contractual
agreement with University. If this Proposal is accepted by University, Contractor agrees to provide goods and/or
furnish services in accordance with this Proposal.
Contractor certifies that: (a) this Proposal is genuine and is not made on behalf of any undisclosed person or entity;
(b) Contractor is not a “Conflict of Interest Vendor”; (c) any prices or hourly rates in the Proposal have been arrived
at independently, without consultation, communication, or agreement with any competitor for the purpose of
restricting competition; (d) any prices or hourly rates which have been provided in this Proposal have not been
knowingly disclosed by Contractor, directly or indirectly, to any competitor; (e) Contractor has not attempted to
induce any person or entity to submit or refrain from submitting a proposal for the purpose of restricting
competition; and (f) Contractor has not offered or made a gift to a University employee in violation of Iowa law.
