NOTICE TO TRADE CONTRACTORS
WOODLIN ELEMENTARY SCHOOL MAJOR CAPITAL PROJECT
Lump sum sealed bids shall be received until 2:00 p.m., for the base bid and alternate bids, local time,
October 26, 2021, by the Construction Manager, Oak Contracting, LLC, 1000 Cromwell Bridge Road,
Towson, Maryland 21286, for the Woodlin Elementary School Major Capital project, 2101 Luzerne
Avenue, Silver Spring, Maryland 20910.
Sealed bids shall be deposited in the named-box receptacle located at Oak Contracting, LLC,
1000 Cromwell Bridge Road, Towson, Maryland 21286, until that time, after which they will be opened in
the presence of Montgomery County Public Schools representatives. There will be no public bid opening.
The qualification process will be conducted by the construction manager for the following major trades:
Sitework, Demolition, Hazmat
Aluminum Entrances, Storefront, Windows,
Curtainwall, Glazing, Aluminum Sunshades
Drywall and Acoustical
Flooring – Resilient Tile, Ceramic Tile,
Carpet, Quarry Tile, Terrazzo
Food Service Equipment
Approval to bid prior projects does not constitute approval to bid this project. All trade
contractors must complete the qualification process for each upcoming project with the
designated CM. Roofing contractors have a separate qualification process with Montgomery
County Public Schools (MCPS).**
All trade contractors must be qualified by the Construction Manager and approved by MCPS prior to
entering into a contract on this project. Trade bidders must submit their completed qualification forms to
Oak Contracting, LLC by email to: firstname.lastname@example.org. Forms may also be requested
from this email address.
Bids received from companies that have not been qualified will not be considered. Trade Contractors for
the school project contemplated by this Notice will only be approved if the Construction Manager and
MCPS deem them to be fully qualified and responsible. MCPS considers the ability and reliability to
timely complete projects to be a critical aspect of being fully qualified and responsible.
Documents may be obtained by trade contractors on or after October 5, 2021, from the Construction
Manager, Oak Contracting, LLC, located at 1000 Cromwell Bridge Road, Towson, Maryland 21286.
Request bidding documents by email to email@example.com, with “Woodlin Elementary
School BID DWGS – REQUEST” in the subject line. All documents will be made available electronically.
The deadline for pre-bid questions, RFIs, is October 18, 2021, at 12:00 p.m., local time. Answers will be

issued to all bidders via Addendum. Send all questions electronically to
Bidders shall attend a virtual pre-bid meeting on October 14, 2021, at 10:00 a.m., local time. The virtual
meeting information shall be provided via addendum. Interested Subcontractors may also attend this pre-
A pre-bid site visit will be held at 4:00 p.m. on October 20, 2021 at Woodlin Elementary School,
12101 Luzerne Avenue, Silver Spring, Maryland 20910. Trade Contractors are encouraged to attend.
All current COVID-19 and social distancing procedures will be strictly enforced. Masks shall be required.
Minority business enterprises are encouraged to respond to this Notice to Contractors.
The Contractor or supplier who provides materials, supplies, equipment, and/or services for this
construction project shall attempt to achieve a minimum MBE percentage of the total dollar value, directly
or indirectly, from MDOT-Certified Minority Business Enterprises, in accordance with the guidelines
outlined in the bid documents. Specific goals will be identified per scope package.
Bidder shall submit the Certified MBE Utilization and Fair Solicitation Affidavit and the MBE Participation
Schedule contained in Section 008010, "Minority Business Enterprise Procedures," with the bid, and
failure to submit these forms will result in the bid being determined as non-responsive. The apparent low
bidder shall be requested to submit other minority business enterprise material and supporting data within
ten (10) working days after notification that the firm is the apparent low bidder.
Instructions pertaining to the bid bond, performance, and materials payment bond requirements are set
forth in Section 002000, “Instructions to Bidders,” and compliance with same shall be the responsibility
of the Contractor submitting the bid.
The conditions contained in this Notice to Contractors, by their issuance, become a part of the Contract
The Board of Education reserves the right to accept any of the bids for Alternate work submitted, and
may accept Alternates in any order or combination, unless specifically provided in the Contract
The Board of Education reserves the right to waive any informalities or immaterial deviations in the bids,
or to reject, any or all bids.
