Description

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is not a solicitation nor a request for offers. The USDA Forest Service intends to issue a firm fixed price, sole source award to Tony’s Auto LLC for Wellston National Atmospheric Deposition Program (NADP) site operator.



This procurement is being conducted under FAR Subpart 13.106-1(b)(1). NADP is a network of some 250 sites across the United States that is financially and logistically supported mostly by commitments of US Federal government agencies, including the USDA Forest Service (https://nadp.slh.wisc.edu/about/). NADP provides chemical analyses (acids, nutrients, and base education chemistry) of weekly precipitation samples, coordination of weekly sampling supplies, other logistical support, associated quality assurance and quality control, data curation, and data sharing. Contractor must furnish all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform weekly measurement and collection of precipitation samples and preparation for mailing to Champaign, Illinois. Also, include maintenance of the sampling site (mowing, snow removal, facility inspection, and temporary repairs); maintenance of field instruments (balance or weighing scale, standard and recording rain gauges, and the precipitation collector).



The anticipated award date is April 3, 2023. The North American Industry Classification System (NAICS) for this requirement is 561730, Landscaping Services and the size standard is $9.5M. Primary Product Service Code (PSC) is F018, Natural Resources/Conservation. A determination by the Government not to compete this requirement was based on history. A solicitation will not be issued. Oral communications are not acceptable in response to this notice.



THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
