Notice of Intent to Award Sole Source FY23 Purchase Order for the Lease of AutoCAD Perpetual License Maintenance/Support for Multiple NASA Centers

NASA/NASA Shared Services Center (NSSC), located at Building 1111 Jerry Hlass Road, Stennis Space Center, Mississippi 39529, has an agency requirement for the procurement of:

The lease of AutoDesk AutoCAD perpetual software license maintenance and associated perpetual software support as provided by Cullimore & Ring Technologies Inc. (CRTech).

NASA/NSSC intends to issue a sole source, firm-fixed price contract to lease AutoCAD perpetual licenses and support from Cullimore& Ring Technologies located at 2501 Briarwood Drive, Boulder, CO 80305, under the authority of FAR 6.302-1. No other known sources are capable of providing AutoCAD software perpetual licenses and support to federal agency customers. Before AutoDesk (the OEM publisher) ceased selling its perpetual licenses for AutoCAD software, it sold to CRTech the following serial numbers: 565-81994766, 562-80203418, and 562-24177802. These licenses are currently in use at Kennedy Space Center, Goddard Space Flight Center, and Ames Research Center. It has been determined that CRTech is the sole reseller authorized to provide maintenance for these licenses. The period of performance for the proposed contract will begin May 1, 2023 and end April 30, 2024.

The North American Industry Classification Systems (NAICS) code for this procurement is 513210 – Software Publishers. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12.

This notice of intent is NOT a request for competitive proposals, however interested organizations may submit their capabilities and qualifications, to perform the effort, electronically via email to Terri Ratcliff, terri.c.ratcliff@nasa.gov, and nsscelmt@mail.nasa.gov, not later than 1:00 pm Eastern Standard Time on March 31, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
