PUBLIC NOTICE AND COMMENT PERIOD
AIRPORT RULES AND REGULATIONS
Phoenix-Mesa Gateway Airport Authority (PMGAA) hereby announces changes to the “Airport Rules and
Regulations” that will be submitted for approval at the November PMGAA Board of Directors Meeting.
Pending approval, the “Airport Rules and Regulations” summary of changes include revisions to:
Chapter 2 - General Rules and Regulations, sections: 2.1 Abandonment of Property, change of A.R.S.
reference. 2.11 Loitering, addition of section. 2.14 Overnight Camping removed or designee.
Chapter 3 - Aircraft Operations, sections: 3.2 Aircraft/Airport Operations during Hours of Tower
Closure, changed Air Operations Area (AOA) to movement area. 3.5 Engine Run-ups, a. removed or designee,
c. addition of last sentence regarding safety flagger, d. addition of line number 4. 3.8 General Operating
Rules, c. changed intoxicating liquor or any narcotic to alcohol or drugs. 3.11 Parking of Aircraft, c. added hazard
and removed designee. 3.13 Specialized Aeronautical Activities added banner-tow operations. 3.14 Taxiing or
Towing of Aircraft, addition of e. and f. 3.18 Terminal Common Use Facility, addition of section.
Chapter 4 - Vehicle Operations, sections: 4.2 Emergency Right of Way, clarification of vehicle
movement inside the restricted area. 4.8 Moving of Motor Vehicles, addition of unauthorized. 4.9 Parking,
g. clarification of passenger vehicles. 4.11 Restricted Area Operations, f. addition of rotating beacon,
g. changed ramp to apron.
Chapter 5 - Fueling, Fire and Environmental Safety, sections: 5.1 Aircraft Fueling Operations,
j. changed three to five. 5.2 Aircraft Fuel Storage Facility Requirements changed sell to dispensing.
5.3 Inspection of Fuel Facilities, Records, Meter Readings, and Reporting, b, 1. Removed line, c. Board
replaced with Executive Director/CEO. 5.4 Self-Fueling Operations-Aircraft, b. revised to consolidate c and
d. 5.5 Self-Fueling Operations-Automotive Vehicles and Equipment, gasoline replaced with fuel and diesel
added. 5.6 Parking of Aircraft Fuel Service Vehicles, designee removed. 5.8 Fire Equipment, addition of
Airport and relocated. 5.9 Hazardous Material Spills, removed or, both Mesa Fire and Airport Ops must be
notified. 5.10 Open Flames removed Executive Director.
Chapter 6 - Leases & Tenant Operations, sections: 6.7 Free of Debris, added last sentence Tenants shall
clear FOD in AOA generated from their premises, vehicles, or equipment. 6.8 Hangar Storage, a. addition of 38906
policy 6.10 Marking of Paved Areas, addition of measured drawings and removal of designee. 6.11 Preservation
of Property, addition of hangar 24, ASR, fence. 6.13 Storage and Equipment, addition of last sentence
regarding litter free area. 6.15 Trash Containers, addition of prevention of wildlife.
Chapter 7 - Security Requirements, sections: 7.4 Aviation Repair Station, addition of section. 7.6 Doors
and Gates, d. revisions of access areas. 7.10 Identification Media and Access Cards, addition of e. 7.14
Tailgating/Piggybacking, changed gate to portal, addition of doors. 7.16 Violation of Security Regulations,
addition of revocation of media access and denial information.
Chapter 8 - Special Events, sections: 8.5 Damages, clarification of payment for expenses.
Chapter 9 - Ground Transportation, sections: 9.8 Miscellaneous Provisions, a. additional detail
regarding prompt repairs.

The meeting will be held on Tuesday, November 16, 2021, at 9:00 a.m., Arizona Time, in/at the PMGAA
Administration Building, 5835 S. Sossaman Rd., Mesa, AZ 85212. Information related to the meeting can be
found on the PMGAA website at http://www.gatewayairport.com/procurementsandnotices.
At the meeting, interested persons will be given the opportunity to express their comments on changes to the
“Airport Rules and Regulations”. Public comments will be accepted anytime during the 30-day public
comment period. Written comments may be submitted to PMGAA on or before Monday, November
15, 2021, Attention: Margi EvanSon, 5835 S. Sossaman Rd., Mesa, AZ 85212; emailed comments may be
sent to mevanson@gatewayairport.com, and oral comments will be accepted in person at the PMGAA Board
of Directors Meeting mentioned above.
The closing period for all written comments from the public is Monday, November 15, 2021 by 9:00
a.m., Arizona Time.
