NOTICE TO BIDDERS
Sealed proposals will be received by the Allen County Commissioner’s Office, Allen County
Court House, Attn: Clerk of Board, 204 N. Main St. Room 301, Lima, Ohio 45801 until 11:30AM
July 19, 2018- at which time and place proposals will be opened publicly and read aloud.
Proposals received after the prescribed time will be returned unopened. Proposals shall be for
the furnishing of materials and the performance of labor necessary for the:
New Residence for:
Allen County Board of Developmental Disabilities on behalf of LODDI, Inc.

All in accordance with the Contract Documents prepared by Bodner & Kerik Architects, Inc., 432
Columbus Ave. #1 Sandusky, OH 44870, the Construction Drawings and Specifications and any
issued addendum shall be used as the basis for the bid.
Bids shall be received for a Lump Sum, General Construction Contract to provide all work
necessary per the contract documents. Your bid shall include all costs to complete this work,
including all overtime, off hours/shift and holiday time, which would be required to complete the
project on time in accordance with the contractor’s schedule submitted with the Bid. Owner
desires an ultimate completion date of December 31, 2018. Proposed time of completion will be
a factor in the bid evaluation.
A prebid meeting will be held at 10:00 AM on July 2, 2018 at Administration Building, 2500 Ada
Rd., Lima, Ohio 45801. The pre-bid meeting is not mandatory but bidders are strongly
encouraged to attend.
A Bid Security in the form of a certified check, cashier’s check, irrevocable letter of credit, or
surety company bond pursuant to Chapter 1305 of the Ohio Revised code in the amount of 10%
of the total bid shall accompany each bid; or a bid guaranty bond in accordance with Chapter
153.571 of the Ohio Revised Code in the amount of 100% of the total bid shall accompany each
If a bid security in the amount of 10% of the full bid amount is submitted with this bid, each
successful bidder is required to furnish a Performance Bond and Labor and Material Bond from
an acceptable surety in the amount of 100% of the full contract amount in accordance with
Section 153.571 of the Ohio Revised Code.
If a bid guaranty bond in the amount of 100% of the total bid is submitted with the bid, no
additional Performance and Labor and Material Bond is required to be furnished by the
Prevailing Wages shall not be a requirement of the contract.

Contract Documents will also be on file at the office of the Allen County Board of Developmental
Disabilities; the McGraw Hill - Dodge Plan Room in Columbus, Ohio: and the Builders Exchange
in Dayton, Ohio and Toledo Ohio
Electronic copies of the contract documents can be sent to interested bidders free of charge
with email address available to accept large files. Printed Contract Documents may be obtained
by placing a deposit with the Architect, Bodner & Kerik Architects Inc., 432 Columbus Ave. #1,
Sandusky, OH 44870; Phone 419-625-2081; email@example.com, in the amount of $75.00
payable to the Allen County Board of Developmental Disabilities. The deposit is completely
refundable if drawings and specifications are returned in good condition within ten (10) days
after bidding. Each bidder is limited to two (2) complete sets of Contract Documents under the
refundable deposit provisions. Each Bidder is responsible for shipping cost or providing a
shipping number for billing to the bidders account.
Bidders may request additional complete sets of documents, beyond the additional two sets for
the non-refundable amount of $75.00 per set. No partial sets will be issued.
Each bid must be submitted in duplicate on the Proposal Form furnished by the Architect, in a
sealed envelope, with required accompanying documents. Mark plainly on the outside of the
envelope, “New North Street Home Bid for ACBDD/LODDI”. No bidder may withdraw his bid for
a period of sixty (60) days after the bid opening
The owner reserves the right to reject any or all bids and to waive informalities, irregularities
and/or errors in the bids to the extent permitted by law. This includes the right to extend the
date and time for receipt of bids.
