Notice is hereby given that sealed Proposals will be received by the Frederick County, Maryland
Procurement and Contracting Department, Winchester Hall, 12 East Church Street, Frederick,
Maryland 21701 for:
New Design Raw Water Intake and Pump Station Improvements
IFB 19-502-CP
Frederick County Contract No. 026L-W
Work under this contract involves modifications to the raw water intake structure of the New
Design Water Treatment Plant (WTP), including installation of a full channel aeration grid at the
intake channel; a separate bar screen diffuser grid; channel aeration blowers, replacement of five
(5) sluice gate hydraulic operators; replacement of an existing hydraulic power unit; and a
heating system with thermostat to deice travelling screens. Project will include complete
cleaning and removal of debris from the intake channel and suction wet well, dewatering of
debris material, and bypass pumping to maintain plant operation during construction.
A Mandatory Pre-Proposal Conference will be held on April 15, 2019 at 10:00 AM at: The
New Design Water Treatment Plant, 850 New Design Road, Tuscarora, MD 21790
A Site Visit will follow the pre-proposal conference at the project site: Northwest of the southern
terminus of New Design Road, Tuscarora, MD 21790.
The purpose of the site visit/conference is for answering questions, reviewing specifications, and
terms and conditions, or considering any other issues raised by the attendees relating to this
contract. Contractors intending to submit bids for this project should be in attendance and are
encouraged to invite potential sub-contractors to the site visit/conference.
Sealed Proposals for this project will be received by the:
Frederick County Department of Procurement and Contracting,
Winchester Hall, 12 East Church Street, Frederick, Maryland, 21701
until 2:00 PM, local time, on April 30, 2019 at which time and place they will be opened publicly
and read in the Procurement and Contracting Conference Room. Refer to Information for Bidders
for bid submission requirements.
There is no charge for the bid documents. Downloading the Contract Documents will permit the
bidder to take the Contract Documents to the “print shop” of their choice for printing. For the
purposes of bidding, all Contract Documents used for bidding, must be printed in the size and
resolution advertised.

NOTICE: CONTRACTORS and SUBCONTRACTORS THAT DO NOT
REGISTER WILL NOT RECEIVE NOTIFICATION OF ADDENDA;
THEREFORE, THE COUNTY ASSUMES NO RESPONSIBILITY FOR
THE FAILURE OF NON-REGISTERED ENTITIES TO RECEIVE
ADDENDA.
No bids will be considered unless accompanied by a certified check, cashier’s check or a
treasurer’s check drawn on a bank or a bid bond payable to Frederick County, Maryland, in the
amount of 5 percent of the total bid price.
In addition, the successful bidder will be required to furnish a Payment Bond and also a
Performance Bond in the full amount of the Contract Award. The successful bidder will be
required to give bond and comply with the Acts of the General Assembly of Maryland respecting
Contracts.
The Frederick County, Maryland reserves the right to accept or reject any and/or all bids and to
waive any informalities or irregularities in the bidding.
