The County of Santa Barbara is seeking a qualified Design-Build Entity (D-BE) to
design and construct a new Fire Station 41 for the Santa Barbara County Fire Department
to serve the community of New Cuyama, California and surrounding areas (“Project”).
The Project will be located on County-owned parcels at the intersection of Newsome
Street and Highway 166 in the unincorporated community of New Cuyama (APNs 149-
040-006, -007, -008, -009). The Project would replace the existing fire station currently
located on this site. The new facility would support firefighters from the County Fire
Department and associated entities, as well as from CALFire and the U.S.F.S.
The fire station will consist of a single-story structure(s) approximately 8,000 to 9,000
square feet in size a n d include apparatus bays, a driveway, and a dormitory/office
building. The Project’s design and materials must be functional as well as compatible with
the surrounding area’s character.
In accordance with the provisions of Public Contract Code, the County of Santa Barbara
is utilizing a two-step process to prequalify, select and award a contract to a D-BE for the
Project. This is the first step in which the County is issuing this RFSQ with the attached
Prequalification Questionnaire. D-BEs with the five (5) highest scores will be eligible to
advance to the second step in the process, the issuance of a Design-Build Request for
Proposals (RFP). D-BEs scoring below the five (5) highest scores will be notified in
writing that they are not eligible to participate in the RFP process.
The project is funded for and the Guaranteed Maximum Price (GMP) will not exceed
$5.0 million (Preliminary, to be confirmed in the second step)
Any proposals received in response to the RFP (second step of the process, should
County choose to proceed) which are greater than the established GMP for the project
will be deemed “Non-Responsive”.

A prequalification conference is scheduled for 10:00am on Wednesday, July 24, 2019, at the
project site located at 41 Newsome Street, New Cuyama, California 93254. Questions and
answers resulting from that conference will be posted to the County website.
