N. PATTERSON STREETSCAPE
City of Valdosta

Sealed bids will be received by the City of Valdosta at the office of the City Engineer, City Hall Annex, 300 N. Lee Street, Valdosta, Georgia until 2:00 PM local time, October 29, 2018 for the N. Patterson Streetscape, Project PI 0010593 at which time and place they will be publicly opened and read aloud.
This Scope of Work includes: construction of sidewalks, curb ramps, trash receptacles, benches and landscaping.
The GDOT Standard Specifications Construction of Transportation Systems, 2013 Edition, GDOT Supplemental Specifications Book, 2016 Edition, and applicable special provisions and supplemental specifications apply to the contract. The applicable GDOT special provisions and any additional specifications for those items not included in the GDOT Specifications are to be included in the bid document.
The applicable GDOT specifications govern over any conflicting requirements that may be found in the Sponsor/Contractor Construction Agreement, General Conditions, and Supplemental General Provisions.

Bidders submitting bids in excess of $2,000,000 must be prequalified with GDOT. Bidders submitting a bid of $2,000,000 or less must be either a prequalified contractor or a registered subcontractor with GDOT.
No bid may be withdrawn for a period of one hundred twenty (120) days after the scheduled time for receiving the bids.
Bids must be accompanied by a certified check or bid bond in an amount of not less than five percent (5%) of the amount bid. The bid bond shall be forfeited to the City as liquidated damages if the Bidder fails to execute the Contract and payment Bonds within ten days after being notified that he has been awarded the Contract.
A Contract Performance Bond equal to one hundred percent (100%) of the contract price will be required. A Payment Bond equal to one hundred ten percent (110%) of the contract price will be required.
All work on the project must be completed within 120 consecutive calendar days of date of Notice to Proceed.
The DBE goal for the project is 14%. There will be a preconstruction conference with at a minimum, Sponsor, Contractor, selected DBE firms, and the GDOT Area Manager.
A non-mandatory pre-bid meeting will be held on October 11, 2018 at 11:00 AM in the City Engineering Conference Room, 2nd Floor, City Hall Annex, 300 N. Lee Street, Valdosta, GA. The last day for questions is October 16, 2018 by close of business.
As defined by the State of Georgia Licensing Board, the Registered Utility Contractor’s License Number must appear on the front of envelope and in the space provided on the Bid Proposal.
If the Contract is awarded, it will be awarded to the lowest reliable bidder whose proposal shall have met all the prescribed requirements. (Section 103.02)
The successful bidder shall commence work with an adequate force and equipment on a date specified in a written order of the City Engineer and complete the work within the time specified under the Special Conditions section of these specifications.
The City of Valdosta reserves the right to reject any or all bids, to waive informalities and to re-advertise.
The proposal includes a base bid and alternates. The low bid will be determined based on the sum of the base bid items. Alternates will be awarded at the discretion of the City.
