Bid Attributes
1 Overview
This Request for proposal (RFQ) is intended to result in the award of a contract for hauling and disposal of Municipal
Solid Waste (MSW). There are regular location sites and temporary sites. The temporary sites change in location,
container size, and service needs. The awarded company can expect to have up to 15+ temporary sites at one time.
Additionally, ISU will require additional (approximately 30-32) 30 yard roll-offs at various locations on campus for
move-in, move-out in May and August. May will require more containers than August. The awarded company will need
to empty the roll-offs daily. The containers need to be emptied in the early morning before campus becomes busy with
daily traffic. Move-in, move-out will be listed separately in the line item portions of the bid. It is possible this portion of
this bid may be a split award and one company will receive a contract to provide the regular MSW removal and another
company will be awarded the move-in, move-out roll-off portion.
2 Evaluation Criteria
Iowa State University reserve the right to select the Contractor(s) that are in the best interest of the University. The
evaluation criteria utilized for this RFQ may be based upon, but not limited to, the following criteria which are listed in
no particular order:
Overall cost to Iowa State of all proposed services
Ability to provide containers in multiple sizes
Ability to provide flexible pick-up schedule
Ability to provide accurate data on the volume of MSW removed from campus (Company will use own scale,
RRC or landfill scale, or ISU scale to comply with data requirements)
Qualifications & Experience

3 Term
The term of the contract is for two (2) years beginning on July 1, 2024 through June 30, 2026 with the the possibility of
three (3) additional one (1) year renewals through June 30, 2029.
4 Locations and container descriptions
There are approximately 27 regular locations requiring service (listed below). There are also several other locations
that are short term service sites. Short term sites are of varying locations on and off of of campus and are added and
removed from the route on an on-going basis.

Upon award, Company, Procurement, Dept. of Residence, and FP&M representatives will meet prior to vendor
beginning services to review all site locations, expectations, and responsibilities during the contract term. ISU reserves
the right to request quarterly meetings to address issues, or concerns. Problems and concerns should be addressed
via email during the quarter as they arise. Discussions in these meeting will be documented in writing by
Procurement. If there are no issues during the quarter, either party can request to postpone to the next quarterly
meeting by written mutual agreement.

8 Pick-up Schedule
Contractor will collaborate with the department contacts to determine the pick-up schedule and individual location pick-
up frequency.
9 Reporting
Company will submit a reporting of MSW volumes monthly. It is preferred if Company is able to provide volume data
reporting on individual containers.
