Notes:
The City of Davenport is accepting bids from qualified vendors for the Modern
Woodmen Park Field Renovation project. The proposed improvements include
several renovation items as result of a PDL Audit and report dated July 19, 2023.
Work includes the furnishing of all labor, materials and equipment necessary for
renovations of the playing field, which includes, but not limited to grading of the
infield, warning track rebuild, pitcher’s mound rebuild, bull pen reconfiguration,
irrigation adjustment, field drain replacement, turf replacement, replacement and
additions of fence post and rail padding, guardrail netting, and other related items.
A mandatory pre-bid meeting will be held on August 1, 2024 at 10:00 AM at
Modern Woodmen Park, located at 209 S. Gaines Street, Davenport, Iowa 52802.
This will be a time to visit the location, address any questions or concerns, and
discuss the City’s expectations. All contractors intending to bid on this project must
have a representative in attendance.
Bids must be submitted through the City of Davenport e-bidding system
(https://davenport.ionwave.net); no emails, faxes, paper copies or any other
submission method will be accepted. Within the system, each tab of the
Invitation to Bid must be reviewed and responded to accordingly.

1 Communication Disclosure
Any communication in reference to this Invitation to Bid between bidders and any City employee or official, outside
of the Purchasing Division, during the entire competitive bidding process is strictly prohibited. Such actions will
result in the disqualification of the vendor/rejection of the vendor's bid.
The only official position of the City is that which is state in writing and issued by the Purchasing Division. No other
means of communication, written or oral, shall be construed as a formal or official response statement.

2 Bond Requirements
For all bids over $100,000 the City of Davenport requires a bid bond for 5% of the total amount of the project to be
submitted with the bid. The bid bond should be attached in the "Response Attachments" tab. Bids over $100,000
received without a bid bond will be considered non-responsive.
For all bids over $100,000, the awarded contractor will be required to submit a performance, payment, and four-
year maintenance bond for 100% of the total amount of the project.

3 DBE Subcontractors
It is the policy of the City of Davenport that Disadvantaged Business Enterprises (DBEs) have an equal opportunity
to participate in the performance of contracts. Every effort must be made by prime contractors to ensure that DBE’s
have this opportunity. Contractors must make good faith efforts in securing DBE contractors.

4 Equal Opportunity and Non-Discrimination Clause
During the performance of this contract, the contractor agrees as follows:
1. The contractor will not discriminate against any employee or applicant for employment because of race, creed,

familial status, physical or mental disability, or political beliefs and affiliations. The contractor will take affirmative

5 Non-Collusion Statement
By submitting a Bid for this project, the representative of the company certifies:

6 Understanding of Requirements
Contractor shall fully understand the requirements of the MiLB (PDL) for field specifications and MLB-mandated
upgrades. Contractor shall be able to demonstrate compliance with these requirements and certifications.

7 Certified Sports Field Manager
It is a requirement of this contract that the contractor shall have a Certified Sports Field Manager (CSFM) on staff
and as part of the field crew performing the work.
