1 INTENDED PURPOSE AND APPLICATION / SCOPE OF WORK
The equipment described in this bid will used to collect pavement marking retroreflectivity for traffic
safety applications.

2 EVALUATION CRITERIA
The evaluation criteria utilized for this RFP may be based upon, but not limited to the following criteria:
1. Total cost to ISU
2. Delivery and Installation timeline
3. Ability to meet or exceed the specifications
4. User friendliness
5. Service and recalibration needs (including O&M costs)
6. Installation and training package
7. Warranty provided
8. Strength of customer service
ISU reserves the right to waive minor differences in the stated specifications, if an offered system is found to be
substantially compliant, and its’ purchase would be in the University’s best interest.
Proposal Process and Ev aluation. The proposal process employed by ISU allows Suppliers latitude in responding
to the needs of ISU. The features and requirements stated Technical Specifications represent ISU’s best assessment
of technical requirements. Suppliers should communicate with ISU to ensure they understand the equipment
requirements of the university.

3 EQUALITY OF EQUIPMENT
University will consider equipment that, in the opinion of University, is equal to or better in performance and quality
than the equipment specified in the Specifications.

All proposals/quotations are expected to meet or exceed the technical specifications below.

5 TECHNICAL SPECIFICATIONS
At a minimum, the equipment must meet the following criteria:
• Ability to simultaneously survey all roadway assets across the full width of a traffic lane in one pass including:
o Edge lines/centerlines
o Raised reflective pavement markers
Automatically identify and include with the data:
o Date/time
o Physical location (i.e. GPS coordinates)
o Line location on roadway
o Line type/pattern
o Color of lines on roadway in both day and night applications
Maintain high productivity during both day and night operation
Computer tablet (with keyboard) must be provided as an interface to the reflectometer. A physical connection
(ethernet cable or similar) must be provided between the tablet and the reflectometer.
• Ability to extract raw data using USB drive for external processing in ISU’s database at no extra charge.
Survey at all traffic speeds up to 75 mph (120 kph)
Independently certified to CEN EN 1436 and ASTM E1710
Describe how your unit meets or exceeds these specifications.

6 VEHICLE MOUNTING TYPE AND LOCATION
Describe the vehicle mounting system for the retroreflectometer device including details about where
and how the equipment is mounted.

7 MEASURED FEATURES PER DIRECTION OF TRAVEL
Describe the unit’s ability to measure all markings (left, right, center legends etc...) within the roadway
area per travel direction.
Supporting drawings or technical documents MUST be uploaded under the Response Attachments tab.

8 RECOMMENDED/REQUIRED SERVICE WORK
Describe any recalibration or service work that is recommended or required to keep the unit in
operating condition and collecting accurate data. Include how often the service will take place and any
associated costs for those services.
If shipping the device or a component will be required for recalibration, describe where the item will be
shipped, who is responsible for shipping costs, and (if ISU is responsible) an estimate for the shipping
cost.

9 PACKAGE OPTIONS AND ACCESSORIES
The as-delivered package, ideally, shall include:
Reflectometer(s)
Protective covers for device when not in use (if available)
All fittings for mounting to vehicle (exclusive of any hitches or brackets that attach directly to frame of vehicle)
All equipment and tools needed for system installation and setup on the vehicle
Any wiring accessories necessary for connection to the vehicle (power, communications, etc.)
Computer tablet preloaded with any required links or software
Bracket for mounting computer tablet in cab of vehicle
Calibration plates in protective cases (if required)
Set of spare glass lenses and gaskets for repair in case of damage (if applicable)
Describe the options and accessories included in your offer and how they meet or exceed the above.
