Milford Harbor Dinghy & Kayak Racks
will be received in the Purchasing Agent's Office until
3:00 p.m., Tuesday, February 14, 2023

or may be downloaded at www.ci.milford.ct.us .

then “Current Bids”.
The Purchasing Agent reserves the right to reject any or all bids
and to accept any proposal deemed to be in the City's best interests.

INSTRUCTIONS
If you download bid packages from the City website at www.ci.milford.ct.us it is your responsibility to insure that you have
current information. Click on the “Changes in Bids” icon for any applicable addenda prior to submitting a bid.
The City is not responsible for data or transmission errors.
Detach the Bid Form and the Drug Free Workplace Certificate and complete by typewriter or in ink - pencil entries will not
be accepted.
If tie bids are received which are equal as to price, quality, and service, a bid received from a business which submits a drug
free workplace certification with the bid form will be given preference in accordance with Milford's Code of Ordinances,
Article V, Division 2.

No responsibility will be attached to any City representative or employee for the premature opening of a bid not properly

Submit one (1) Original Bid and one (1) Copy.
The bid must be in the Purchasing Department no later than the time and date indicated on the Invitation To Bid.
FAXed and E-mailed bids are not acceptable and will not be considered.
Your name and address must appear in the upper left-hand corner and the name of the Bid must appear in the lower left-hand
corner of the envelope.
We will not accept or consider bids, withdrawals, or amendments received after the date and time specified.
We are exempt from State sales tax and from Federal excise tax - do not include these taxes in your proposal.
If you believe that a possible conflict of interest may occur should we accept your bid and award you a contract or a purchase
order, then you must disclose this belief in a statement attached to the back of the Bid Form.

SPECIFICATIONS
Intent
The City of Milford and Milford Harbor Management Commission is seeking to replace the existing Non-
Motorized Vessel Storage Racks at boat ramp on Shipyard Lane. These racks will be for the storage of dinghies,
inflatable boats, and kayaks. Racks shall be constructed to meet the minimum requirements listed below.
General Construction Minimum Requirements
a. Racks and components shall be constructed of materials tolerant of the saltwater environment. Bidder
shall specify what materials are being used, either aluminum or galvanized steel.
b. The attached sketches show general rack dimensions required. Sketches are not intended to exclude any
other designs which meet the dimensions and requirements provided herein.
c. Racks shall be designed to support small boats weighing up to 200 lbs. and associated loads experienced
during the loading and unloading process.
d. Submit Shop Drawings detailing all members, profiles, sizes, spacing, proposed cuts, connections,
camber, holes, openings, fasteners, and similar data.
e. All finished welding shall comply with American Welding Society (AWS) standards.
f. All galvanized steel shall conform to ASTM A 123/ 123M or ASTM A 153/153M. Connections to be
made in the field or during installation shall be mechanical. No field welding.
Delivery and installation charges must be included on the bid.
Delivery and installation must be completed by April 1st, 2023.
