The Virginia State Police is seeking a replacement for our network management system that
manages our Microwave Networks, Inc. CM6, CM11, and Proteus microwave radios. In
addition, we are seeking a system that can also manage other network elements such as
Fujitsu FLASHWAVE multiplexers, HVAC controllers, and battery plant controllers.
The purpose of this Invitation for Bids (IFB) is to furnish, deliver and install a MegaSys
Telenium System or equivalent that meets the requirements specified below. This purchase
will be managed by the Engineering Staff of the Virginia State Police located at State Police
Headquarters (SPHQ) at 7700 Midlothian Turnpike, North Chesterfield, VA 23235.
II. SCOPE OF WORK
1. The Contractor shall furnish all labor, supervision, equipment, insurance, licenses,
supplies, software, appropriate tools and materials, as necessary, to supply and deliver the
requested goods and services, as specified. All work performed shall be in accordance
with the specifications and appropriate protocols, procedures and methodologies
established by the applicable laws and regulations of the Commonwealth of Virginia and
other applicable regulatory agencies. The Contractor shall accomplish the requirements
of this IFB in accordance with the specifications herein.

4. The Contractor shall perform the following services:
A. Furnish, deliver, and install one MegaSys network management platform or
equivalent to be installed during normal work hours.
B. Bidders shall provide unit price, manufacturer, model number, capacity, and

description of all hardware, software, or other items considered standard or as
advertised as being included and necessary for operation of the proposed system.
The proposed system shall be a system already in production with a proven
track record and compatible with CM6, CM11, and Proteus microwave
C. All equipment and supplies furnished by the vendor shall be new.
Reconditioned, demonstrated, or previously leased or rented equipment will not
be accepted. No equipment shall be accepted if serial numbers or other
manufactured markings have been removed, obliterated, altered or changed.
5. This system will be installed in the VSP/STARS Network Operations Center (NOC).
A. The system shall consist of redundant servers capable of automatic switch over
to the redundant server should the online server fail.
B. Ability to scale the system as new nodes are installed

7. Mandatory Features

availability by microwave path on a monthly basis
I. Ability to record microwave radio received signal levels (RSLs) and bit-error
rates on a scheduled basis in order to monitor the quality of the radio path and
generate monthly reports
J. Ability authenticate multi-levels of users such as operators and engineers
K. Ability to run 24 X 7
