Summary:

Jackson County Parks (JCP) is offering a Request for Proposals for installation of standing seam metal roofs on existing structures at multiple County Parks. The project is being funded through the Jackson County Parks as a budgeted capital expense.

Scope of services:

Jackson County Parks Department is seeking proposals from qualified companies for the following scope of work:

Removal and disposal of existing roofing materials from three (3) County Parks picnic shelter structures. New roofing components will consist of 24 gauge steel or better with standing seems 12” on center.

Bid Submission:

• Proposals are to be submitted via email at jmccloughan@mijackson.org.

• Submitted bids must include reference sheets 2, 3 & 4- completed in entirety. Failure to submit complete bid pages may result in bid disqualification.

• Bids must be submitted by Thursday, 2/1.2024 3:00 pm

Pre-bid Meeting

No pre-bid meeting will be held. Contractors are encouraged to do site visits to verify measurements and gain full understanding of each site’s conditions and requirements. Please see Reference sheet #1 for individual site addresses and specifics. Questions and concerns can be addressed at contact info below.

Contractor Responsibility

1. Contractor is responsible for necessary labor, equipment, materials, transportation, and all necessary costs required to complete listed scope of work in its’ entirety.

2. Contractor is responsible for review and understanding of plans and specs for project. Field verification of measurements, quantities, etc. are the responsibility of the contractor.

3. Any substitutions or changes in specifications must be approved by JCP prior to bid submission.

4. Contractor is responsible for any necessary safety measures, signage, fencing for worksite to ensure safety of employees and public in general of work site and associated areas.

5. Necessary permits, inspections and associated fees are the contractor responsibility, unless otherwise noted.

6. Completion in entirety of requested documents attached to this RFP is required.

Evaluation of Bid:

All bids must be submitted and completed in full on the supplied bid forms along with company information and history forms attached to this RFQ. Incomplete forms or bids submitted in an alternate form may result in proposal being disqualified.

JCP evaluation process will be done with the intention of awarding the contract to the highest qualified contractor that offers the greatest value to the County of Jackson.

A submitted bid may not be withdrawn after the submission deadline.

Jackson County Parks reserves the following rights:

A. To accept offered alternate cost reduction methods, with proper approval. Original bid must be based on listed specs, with possible cost saving proposals submitted separately.

B. To contact and have conversation with any bidder to clarify any portion of submitted bid, confirm history, experience and references, as well as discuss offered deductions and alternates.

C. To reject any and all bids submitted at their discretion.

D. To award all, partial or no portions of the RFP to one or more parties submitting proposals.

E. Cancel the RFP at any time or elect to make no award of contract.

JCP will evaluate all responses based on the following criteria:

A. 50%- Experience and references pertaining to projects of similar scope.

B. 30%-Total cost of proposal.

C. 20%- Offered project timeline and ability to complete desired schedule.

Pricing:

1. Pricing submitted is expected to remain valid through duration of project.

2. Bidders shall supply total project price based on supplied documents.

3. Alternates, both mandatory and optional are to be included on pricing page.

4. JCP is a tax exempt entity, and as such, taxes shall not be included in final pricing.

5. Any change orders or changes to specifications shall be done in writing and with prior approval by JCP.

Awarding of bid and project completion

-Award process:

1. Evaluation of proposals by JCP staff or their designees.

2. The preference of JCP is to award the project to one contractor for the entire scope of work, however, reserves the right to award portions of RFP to multiple contractor

3. County reserves right to reject any and all bids submitted.

4. Recommendations to necessary committees and boards.

5. Final approval of selected contractor by necessary board/committee.

6. Upon selection, award of contract will be completed. As a portion of contractual requirements, proof of current insurance, licensing, or other documentation may be required. At owners’ expense, insurance Certificate of Coverage, naming Jackson County will be required.

-Project Commencement and Completion:

1. Project commencement will be TBD, with outlined timelines in mind. Necessary equipment or material staging may be permitted with prior written permission.

2. It is expected that work is to be performed, in entirety, by contractor submitting proposal for consideration. Sub-contracted work, without prior written approval, will not be accepted.

3. Work to be performed during normal business hours, unless otherwise approved by JCP.

4. Project completion is determined to be when scope of work is completed in its’ entirety, including necessary, inspections and permit completions, and JCP approval.

5. Contractor is responsible to maintain a safe and clean work area, as well as maintain professional appearance and behavior while on job site.

-Invoicing:

1. Proper invoice submission to the County will be required; including PO number, company name and address on official company document.

a. JCP is a tax exempt organization. No taxes should appear on invoicing. Tax exempt information will be supplied upon request.

2. Along with proper invoice, material specifications, warranty information, and other necessary documents may be required prior to final payment being issued.

3. Upon satisfactory completion of project and necessary inspections payment will be made within 30 days of invoiced date.
