Description
The Division of Purchasing (DOP), on behalf of the Idaho Division of Building Safety, is seeking proposals from
qualified, skilled vendors to provide marketing, advertising, ad buys, brand management, creative services,
media strategy, and photography/videography services.

Required Questions
Group 1: Business Information
(ME) Describe in detail your knowledge and experience in providing services similar to those
required in this RFP. Provide a profile of your business including Contractor’s business

history, description of current service area, and customer base. Provide a copy of your
organizational chart, including detail of ownership structure, any relationships with parent
and subsidiary organizations as well as the benefit of your organization resources for the
state of Idaho.
(ME) The Contractor must demonstrate an understanding of, and their experience in,
marketing principles relative to the state of Idaho. Include information covering working with

one client with multiple program types and balancing projects with a wide array of subjects,
construction industries, education industries and working with governmental or public
agencies.
(ME) The Contractor must demonstrate experience in managing and producing quality and
professional-high caliber photography and videography assets, printed collateral, advertising

campaign development, creative services, multi media campaign development, media
strategy, purchasing, trafficking and placement, reporting, research, social media. Provide a
narrative describing how your firm meets these requirements.
(ME) Demonstrated Success - Provide specific data demonstrating previous success with
clients within the last three (3) years with contracts or agreements of similar scope and

scale, years of service, any possible conflict of interest and financial capabilities. If additional

Group 2: Organization & Staffing
(ME) Project Lead - Identify the person who will be the dedicated Project Lead if Offeror is
awarded a contract. Provide a description of the proposed Project Lead’s relevant
experience and qualifications. You may submit a resume or a narration in response to this

includes this information and upload the document into the Supplier Attachments section.
(ME) Key Personnel and Qualifications - Your response should demonstrate the extent to
which you have the expertise to accomplish the Scope of Work as bid. Resumes submitted
in response to this section shall be judged on substance over form. Information does not
need to be presented in resume form, if the information provided is thorough and relevant.
Describe the organization of the team that meets the contract requirements. To the extent

possible, the team (in addition to the Project Lead) should be built upon an experienced,
qualified, single point of contact that would serve as the day-to-day contact, combined with a
robust team of specialists that would work with DBS on specific projects.
Provide the name, title and short resume of Partners, Account Director, Media Director (if
applicable), and/or Research/Analytics Director (if applicable) who will provide service.
List other employees or resources used to provide services including specific skills or
experience.
If during the term of the Contract, the Contractor wishes to replace an individual listed as
responsible for servicing or working on this account, the Contractor must first provide the
proposed individual's resume and obtain written approval from DBS. Any individual replacing

DBS account personnel for any reason must have qualifications that meet or exceed those of
the replaced personnel. DBS shall have the right to request the participation, removal or
addition of any agency staff member to meet, discuss or work on the account; the Contractor
must comply with such a request within fourteen (14) calendar days.
(M) Subcontractors - Describe the extent subcontractors will be used to comply with contract
requirements. Include each position providing service and provide a detailed description of
how the subcontractors are anticipated to be involved under the contract. Include a
description of how the Contractor will ensure that all subcontractors and their employees will
meet all Business and Scope of Work requirements. Include the location of the

subcontractor’s business office and location(s) where the actual work will be performed. If
the Contractor utilizes any entity other than the entity submitting the proposal, the
relationship between the two (2) entities is considered that of a contractor-subcontractor,
regardless of whether a relationship is based on an actual written contract. If additional
