    REQUEST FOR PROPOSAL
    RP014-20
    The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified consultants
    to provide Project Management Professional Services on an Annual Contract with Four (4) One Year Options to
    Renew for the Department of Transportation- Capital Improvement Program.
    Proposals must be returned in a sealed container marked on the outside with the Request for Proposal number and
    Company Name. Proposals will be received until 2:50 p.m. local time on Thursday, June 18, 2020 at the Gwinnett
    County Financial Services - Purchasing Division, Second Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Any
    proposal received after this date and time will not be accepted. Proposals will be publicly opened and only names
    of submitting firms will be read at 3:00 p.m. A list of firms submitting proposals will be available the following
    business day on our website www.gwinnettcounty.com.
    A pre-proposal conference is scheduled for 10:00 a.m. on Thursday, May 28, 2020 at the Gwinnett County
    Purchasing Office, above address. All interested parties are urged to attend.
    Questions regarding proposals should be directed to Chris Duncan, Purchasing Associate III at
    christopher.duncan@gwinnettcounty.com no later than 3:00 p.m. Thursday, June 4, 2020. Proposals are legal
    and binding upon the consultant when submitted. One (1) unbound original, six (6) bound copies and one (1)
    electronic copy on disc or flash drive should be submitted. The fee schedule is to be submitted in a separate sealed
    envelope and should not be included in the copies mentioned above.
    Successful consultant will be required to meet insurance requirements. The Insurance Company should be
    authorized to do business in Georgia by the Georgia Insurance Department, and must have an A.M. Best rating of
    A-5 or higher.

    PROJECT MANAGEMENT PROFESSIONAL SERVICES
    GWINNETT COUNTY TRANSPORTATION PROGRAM
    I.
    PROGRAM OVERVIEW
    The Gwinnett County Transportation Department is seeking project management
    professional services assistance with its capital program on an annual contract with four
    (4) one-year options to renew. The capital program would include projects of the following
    categories:
    School Safety Improvements
    Road Safety and Alignment Improvements
    Bridge, Culvert and Roadway Drainage Improvements
    Intersection Improvements
    Major Roadway Improvements
    Capital Project Rehabilitation and Resurfacing
    Unpaved Road Improvements
    Neighborhood Speed Control
    Sidewalks/Pedestrian Safety/Bikeway Improvements
    Transportation Planning
    City/County Projects
    A brief description of each of these project categories is included as Section V of this
    Request for Proposals.
    GCDOT needs sufficient information to determine that your firm is adequately staffed and
    capable of providing “as-needed” project management professional services for the
    following Service Areas for which you may attempt to qualify:
    Service Areas:
    A. Construction Engineering and Inspection
    B. Land Acquisition
    C. Environmental Investigation and Permitting
    **Note**: Consultant firms that are awarded the above mentioned Service Areas may not
    provide services to the County under the current 2017 or any future Transportation
    Demand Consultant Professional Services Contract in the following Categories:
    Category A Pedestrian Safety
    Category B Minor Roads
    Category C Major Roads
    Category D Intersections
    Category H ATMS/ITS

    Gwinnett County reserves the right to award to multiple consultants as deemed in its best
    interest. Gwinnett County reserves the right to assign work on certain Service Areas such
    as only Land Acquisition or Environmental Investigation and Permitting.
    II. GENERAL SPECIFICATIONS
    A. Individuals, firms and business seeking an award of a Gwinnett County contract may
    not initiate or continue any verbal or written communications, regarding a solicitation
    with any County officer, elected official, employee or other County representative
    without permission of the Purchasing Associate named in the solicitation between the
    date of the issuance of the solicitation and the date of the final contract award by the
    Board of Commissioners. Violations will be reviewed by the Purchasing Director. If
    determined that such communication has compromised the competitive process, the
    offer submitted by the individual, firm or business may be disqualified from
    consideration for award.
    B. All questions concerning this RFP should be directed IN WRITING to Chris Duncan by
    email no later than 3:00 p.m. June 4, 2020 at
    christopher.duncan@gwinnettcounty.com.
    C. One (1) unbound original (designated as the original), six (6) bound copies and one (1)
    flash drive of your proposal should be submitted. All copies of the proposal must be
    identical. The full cost of proposal preparation is to be borne by the proposing firm.
    Proposals should be signed in ink by a company official that has authorization to
    commit company resources.
    D. One (1) original cost fee schedule hourly billing rates (proposal schedule) must be
    submitted in a separate sealed envelope labeled “Fee Schedule. There shall be no
    substitution or additional position titles other than those listed on each category. This
    is to include any subcontractors as well.
    E. Proposals shall be submitted in a sealed envelope/package. Envelope/package shall
    be addressed to Gwinnett County Purchasing Division, Gwinnett County Justice &
    Administration Center, Second Floor, 75 Langley, Drive, Lawrenceville, Georgia 30046
    and shall be identified with the proposal number, date of opening and company name
    on the outside.
    F. Proposals submitted are not publicly available until after award by the Gwinnett
    County Board of Commissioners. All proposals and supporting materials as well as
    correspondence relating to this RFP become property of Gwinnett County when
    received.
    G. Gwinnett County requires fees to remain firm for a one (1) year period. Contract to
    begin upon execution of contract/notice to proceed. The contract may be renewed
    for four (4) additional twelve-month periods provided fees are firm or subject to a pre-
    approved negotiated increase, service is satisfactory, both parties are willing to renew,
    and renewal is approved by the Gwinnett County Board of Commissioners. Renewal
    rates will be evaluated annually to compare to actual inflation experienced, and will
    thereby remain subject to negotiation.

    H. All applicable State of Georgia and Federal Laws, City and County ordinances, licenses
    and regulations of all agencies having jurisdiction shall apply to the consultant and
    project throughout and incorporated here by reference. The Contract with the selected
    consultant, and all questions concerning the execution, validity or invalidity, capacity
    of the parties, and the performance of the Contract, shall be interpreted in all respects
    I. in accordance with the Charter and Code of Gwinnett County and the laws of the State
    of Georgia.
    J. Each proposal should include a fully executed “Non-conflict of Interest Certification”
    and a Contractor Affidavit, and Ethics Affidavit.
    K. Sole responsibility rests with the consultant to see that their proposal(s) are received
    on time at the above stated location.
    L. Proposals sent by telegraphic and/or electronic devices are not acceptable and will be
    rejected upon receipt. Consultants are expected to allow adequate time for delivery of
    their proposal either by hand delivery, postal service or other means.
    III. INSTRUCTIONS TO CONSULTANTS
    A. Consultant Qualifications
    No proposal shall be accepted from and no contract will be awarded to any person,
    firm, or corporation that is in arrears to Gwinnett County, upon debt or contract that is
    a defaulter, as surety or otherwise, upon any obligation to Gwinnett County or that is
    deemed irresponsible or unreliable by Gwinnett County. If requested, consultant shall
    be required to submit satisfactory evidence that they have a practical knowledge of
    the particular service proposed upon and that they have the necessary financial
    resources to provide the proposed services. Consultants shall be pre-qualified with
    the Georgia Department of Transportation (GDOT) for appropriate area/class.
    B. Sub-consultants
    Sub-consultants will be permitted as part of the proposal, but must be clearly
    identified. Sub-consultants’ resumes and project references should be provided as
    well as appropriate GDOT prequalifications. Sub-consultants’ hourly rates must be
    included in the hourly rates as set by the prime firm submitted as part of this proposal.
    No work will be paid by GCDOT to any consultant for work done by the consultant or
    by a sub-consultant if this work is not billed according to the hourly rates and position
    title submitted as part of their proposal. Sub-consultants may be changed later
    provided they are approved by GCDOT and the sub-consultants is prequalified with
    GDOT in the appropriate area-class for the work planned.
    C. Consultant Representation
    Proposals should be signed in ink by a company official that has authorization to
    commit company resources and shall contain the firm’s full business address. The
    person(s) who will be responsible for any engineering work shall be a registered
    Professional Engineer in the State of Georgia. The person(s) who will be responsible
    for any surveying work shall be a registered Land Surveyor in the State of Georgia.
    Appropriate professionals for other service categories, licensed in the State of
    Georgia, shall be responsible for those portions of the work as may be required by law.

    D. Basis of Consultant Short-Listing / Selection
    GCDOT will select the firm(s) that best demonstrates that they would add the most
    value toward achieving the key objectives for implementing GCDOT’s SPLOST and
    other capital programs. Gwinnett County’s qualifications evaluation committee will
    review proposals using the process below for the Service Areas:
    A. Construction Engineering and Inspection
    B. Land Acquisition
    C. Environmental Investigation and Permitting
    The Consultant should provide in a separate section divider their Georgia DOT
    Professional Consultant Qualification certification.
    Part l Technical Evaluation Proposals will be evaluated based on the relative
    responsiveness to the criteria described below and will be scored based on the point
    values as shown below:
    1. The relative quality and strength of the key individuals who will 30 points
    perform the work. Emphasis will be placed on the individuals
    that will be assigned to deliver Project Management
    Professional Services.
    2. The experience of the firm in providing similar services in the last 25 points
    five (5) years including summary of fees.
    3. Demonstrated understanding of the Scope of Work described in 20 points
    this RFP.
    4. Reference check to gauge client satisfaction and consultant 5 points
    success with provision of services described in the proposal.
    Reference forms will be sent out by the County to the individual
    providing the reference. Completed forms shall be returned to the
    County within three weeks of distribution to the individual
    providing the reference.
    Firms may be short-listed for further consideration.
    Part 2 Fee Evaluation The fee schedules of the highest scoring proposals from Part
    l will be opened and evaluated for the Service Areas.

    Part 3 Interview (optional) – At GCDOT’s discretion or as deemed in GCDOT’s best
    interest, firms may be short-listed a second time in order to determine the final
    recommendations to the Board of Commissioners. At this time, if GCDOT deems it to
    be necessary, GCDOT may request further information, explanations, clarifications,
    presentations, interviews or meetings. If interviews are necessary for selection,
    evaluation will be performed based on point value shown:
