The Board of County Commissioners (the "County") is requesting Proposals from firms or individuals licensed to practice in the State of Florida for professional transportation engineering services and/or firms with individuals as members of the American Institute of Certified Planners specialized in Transportation Planning.

Walton County has been granted from FDOT with a Service Development Transit Grant for the procurement of 44-28 passenger cut-a-way buses for a deviated-fixed route. Only firms that can provide all of the required services listed will be considered for this contract. Consultants may hire sub-consultants to be used for portions of the required services, however, the primary consultant shall be responsible for all of the work performed in accordance with the terms and conditions in the attached FDOT Grant.

SECTION 1 - INTRODUCTION:
Walton County Board of County Commissioners is requesting Proposals from qualified and
experienced finns/teams for "Management and Operations" of the Walton Transit System.
Walton County has been granted from FDOT with a Service Development Transit Grant for the
procurement and operation of 4 - 28 passenger cut-a-way buses for a deviated-fixed route.
Only firms/teams that can provide all of the required services listed below will be considered for
this contract. Consultants may hire sub-consultants to be used for portions of the required
services; however, the primary consultant shall be responsible for all of the work performed in
accordance with the terms and conditions in the attached FOOT Grant No. 01808.
SECTION 2- PRIMARY WORK PRODUCT
2.1 Introduction: Walton Transit System
Walton County requires management and daily operation of the Walton County Transit System,
that will include 4 - 28 passenger cut-a-way buses for a deviated fixed route system. The system
will carry passengers from the Walton County Courthouse located in DeFuniak Springs to the
South Walton County Annex with a stop in Freeport at the County Building with deviations as
requested or required.
2.2 Background:
Walton County has recently been awarded FDOT grant for a Service Development Transit Grant
for the procurement and operation for 4 Cut-a-way buses. The buses will be used to transport
county employees and citizens between County Courthouse in DeFuniak Springs and the South
Walton Annex in Santa Rosa Beach with a stop in Freeport at the county offices. The system will
also have deviations as requested or required. This Request for Proposals is for the management
and operation of the bus transit system. The county grant agreement is currently in the ordering
of the buses stage. Once buses are delivered, services must begin with 90 days. The grant is
approved for a total of 666 days of service over 3 years.
2.3. Suggested Scope of Work:
The following suggested Scope of Work should be utilized by the responding finns to determine
whether or not the qualifications to complete can be met. It is anticipated that the County and
selected firm will agree to a finalized Scope of Work at a later date.
The selected Proposer will be responsible for meeting all requirements as specified in the final
agreement, including, but not limited to:
• Daily operation of the transit services,

• Coordination with maintenance staff,
• Coordination with the Federal Transit Administration (FTA) and FDOT transit offices,
• Record keeping,
• Insurance coverage,
• Oversight and management of the construction of the new maintenance and operations
center, and
• Compliance with local, state, and federal laws and other legal requirements.
• Managing funds
• Financial recordkeeping
• Accounts receivable and disbursements
• Financial Reporting
The PROPOSER will be responsible for developing a program to ensure that the Walton
County Transit System provides excellent customer service to its riders.
• Describe the PROPOSER 's quality assurance plan.
• Describe the procedure for providing customer service. Describe how complaints,
commendations and route deviation requests will be monitored and reported.
• Describe vehicle maintenance schedules for daily checks, weekly and monthly checks,
and preventative maintenance schedules. Demonstrate adherence to schedules.
• The PROPOSER will be required to obtain input from the users of the system. Describe
your plan to achieve this, and how this input will be used.
Provide the PROPOSER's organizational structure.
• Provide the resume of the proposed Resident Manager, proposed General Manager, and
all other management positions showing all relevant education, training and experience.
Describe the required personnel and the general job descriptions necessary to operate
transit services.
• Provide current contact information for at least three (3) transit operations-related
references for the firm and three (3) references for the proposed resident manager. The
PROPOSER must have a satisfactory record of performance, including positive
references from other recent clients. A satisfactory record of performance shall include
delivery of services within budget, having an acceptable on-time performance, positive
customer feedback, and a consistently cooperative relationship with the contract
purveyor.
• If subcontractors are to be used, the prospective contractor must submit a description of
each person or firm and the work to be done by each subcontractor.
Operations
• Describe how the PROPOSER will comply with federal and state laws relating to alcohol
and drug testing and drug education to maintain a drug-free workplace.
