I. PURPOSE
DeKalb County Government (the County) requests qualified firms with experience in
providing cafeteria style meals to submit proposals for RFP 19-500528 Lou Walker Senior
Center Meals & Cafeteria Management (Three (3) Year Multi-Year Contract). The
provision of these meals at/for the Lou Walker Senior Center in Stonecrest, Georgia, will assist
with reducing hunger and promote better physical and mental health for older adults living in
DeKalb County.
II. INTRODUCTION
A. BACKGROUND
The Lou Walker Senior Center (LWSC) is located within the city of Stonecrest, Georgia,
which is a suburban community approximately 20 miles east of Atlanta, Georgia. The
center is owned and operated by DeKalb County government and managed by the DeKalb
County Human Services Department. LWSC was built in 2005 and opened its doors in
2006, becoming the first multipurpose center for active seniors in DeKalb County, Georgia.
LWSC is designed to serve senior citizens age 55 years and older. The current membership
is over 3,000 participants and the daily attendance for the center is approximately 500-600
seniors.
The Lou Walker Senior Center is 40,000 square feet and houses a therapeutic pool,
computer lab, and a full-service commercial kitchen with a cafeteria that offers breakfast
and lunch meals Monday through Friday. The Victory Room serves as the main dining
space for the center and approximately 250 people can be seated in the dining room with
tables and chairs. The Center also contains a full-service salon and barbershop, and several
resource rooms and classrooms.
B. OBJECTIVE
The objective of this Request for Proposals (RFP) is to obtain qualified Responders who
can provide cafeteria style meal service and manage the daily operations of the cafeteria
for the Lou Walker Senior Center. The selected provider will be responsible for all aspects
of the management of the daily operations of the cafeteria. The selected Responder may
also provide catering services at the Lou Walker Senior Center for special programs and
events as requested. Catering services may not be solely provided by the selected
Responder and the County reserves the right to utilize other vendors at its discretion. Any
contract resulting from this RFP is contingent upon the availability of funds.
1. Description of Lou Walker Commercial Kitchen & Cafeteria Area:
The County shall provide the space below for the selected Responders’ use in the
performance of the statement of work listed in this Request for Proposals. The County
will also provide all utilities and non-expendable kitchen equipment (commercial grade
pots, pans, bakeware, cooking utensils…etc.) to support the statement of work.

The servery contains a coffee station, a juice station, a condiments area and a fountain
drink machine. A cashier station with one cash register is located by the exit door of
the servery. The cashier’s station is equipped to accept cash and credit cards. The
current provider is responsible for the operation/maintenance of the soda machine, the
cash register and the kitchen equipment.
2. Current Staffing:
The Lou Walker Senior Center Cafeteria/Kitchen is currently staffed with three (3) full
time employees: a Chef/Kitchen Manager, a Cook/Line Server and a Cashier. These
individuals work under the direction of the Chef/Kitchen Manager to open the kitchen,
cook and serve all breakfast and lunch meals and to close the kitchen daily (Monday-
Friday). The senior center is closed on all major holidays and closed one day each
quarter for routine maintenance.
The selected provider will be responsible for supplying all personnel, all food and all
condiments needed to produce the meals and to operate the Lou Walker Senior Center
Cafeteria.
3. Meal Requirements:
All meals at the Lou Walker Senior Center are served café style. Patrons can choose to
purchase a complete meal or purchase items a la carte. Individuals walk through the
servery using a buffet line that includes both hot and cold selections. The Cook/Line
Server is responsible for plating sections made by the participants. Current daily meal
selections at LWSC are as follows:
a. Breakfast
Meats - two (2) meat options, one (1) pork and one (1) non-pork choice

Hot Cereal - grits or oatmeal
Breads - at least (2) options for toast, muffins, biscuits, pancakes
Fresh Fruits - at least two (2) different options each day
Beverages - coffee, assorted teabags, hot chocolate, fruit juices, water, milk,
low fat milk
Assorted Cold Cereals
b. Lunch
Hot entrees - at least three (3) options
Vegetable Sides - at least three (3) varieties
Starch Sides- at least three (3) varieties
Soup - at least one option
Salads - one (1) side salad and one (1) large salad option that includes a meat
Breads - cornbread and assorted rolls
Fresh Fruits - at least two (2) options
Desserts - a variety of cookies, pie, orcake with at least one (1)
sugar free option
Beverages - coffee, assorted teabags, iced tea (sweetened and
unsweetened), hot chocolate, milk, fruit juices and soft drinks
4. Meal Pricing & Revenue:
While meal prices in the cafeteria of the LWSC are determined by the current provider,
the County requests that meal costs are affordable for senior participants. On average,
the cost of breakfast is between $2.00-$4.00, and the cost of lunch varies between
$5.00-$8.00 for a complete meal, which consists of a meat, two (2) side items and one
(1) piece of bread.
The successful Responder will collect and retain all revenue from all cafeteria meals
sales and catering services at the LWSC and be responsible for all expenses associated
with staffing, labor, serving products and utensils, food, and all other costs associated
with running the cafeteria apart from the expenses that the County will cover as listed
below:
