The U.S. Army Corps of Engineers, St. Paul District (USACE) has a requirement entitled: Lock and Dam 9 (LD9) Auxiliary Lock Bulkhead Slot Construction.

USACE intends to issue an Invitation for Bid set aside 100% for a Small Business competition that results in award of one (1) firm-fixed-price contract.

The USACE-supplied, marine construction Plans and Specifications will require a Contractor to create bulkhead recesses for the auxiliary lock bay closure of LD9 upstream of the existing auxiliary miter gates. The bulkhead recesses will consist of structural steel and concrete. The LD9 auxiliary lock bay is located to the riverside of the main lock, which is located on the Wisconsin side of the Mississippi River near Lynxville, Crawford County, Wisconsin.

The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction with a size standard of $45.0M. The estimated magnitude of construction is between $1,000,000 and $5,000,000. The contract will require 100% performance and payment bonds.

This synopsis is not a Request for Quote (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB). In accordance with FAR Part 36, this is a Presolicitation Notice indicating that a solicitation for a competitive acquisition for award of one firm-fixed-price contract is intended to be publicized on https://SAM.gov on or about the week of 31 July 2023. The LD9 Auxiliary Lock Bulkhead Plans and Specifications will be detailed in the formal solicitation when issued. Bids will be due no less than 30 days from the date the solicitation is issued. The definitive due date and time will be stated in the solicitation and any associated amendments that may be issued.
