Request for Qualifications
Pursuant to State of Arkansas Procurement Laws and Rules, Subchapter 8, Procurement of Professional Services, paragraph R1:19-11-802, the Little Rock Port Authority is seeking statements of qualifications and performance data from firms to design, install, configure, and provide support and training for, a security system at the Port of Little Rock. The consultant should also be capable of providing maintenance and repair services for the system once it is installed. Funding for the project is provided in part by a U.S. Department of Homeland Security Port Security Grant.
The designed system should provide indoor and outdoor surveillance infrastructure at locations spread over a 4-mile area south of Interstate 440, including activity in the Arkansas River surrounding those locations. Although camera feeds are not intended for real time monitoring, such monitoring should be available. The system should provide for means of monitoring the two entrances to the Slackwater Harbor, provide night-time capability and provide for remote monitoring of all locations.
The consultant shall provide training for both the administration and end-user use of all aspects of the system. In addition, the vendor shall also provide customer support built into the contract.
Interested parties may obtain a “Request for Qualifications” from mguffey@portoflittlerock.com . Responses should be submitted on or before 12:00 p.m. (CST) on November 5, 2021, at the Little Rock Port Authority offices at 10600 Industrial Harbor Drive, Little Rock, AR 72206.
NOTE: Firms shall not provide a fee schedule. Following State Law, a contract will be negotiated with the firm deemed best qualified from among the three top applicants.
