ADVERTISEMENT FOR BIDS

The Northwestern Water and Sewer District (Owner) is requesting Bids for the construction of the following Project:

Lime City Road Water Main Improvements #WL5013

Kleinfelder Project No. 20225496

Bids for the construction of the Project will be received at the Northwestern Water and Sewer District located at 12560 Middleton Pike, Bowling Green, OH 43402, until:

10:30 AM (Local Time)
July 11, 2024

At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Installation of approximately 9000 linear feet of 12” waterline by open cut and horizontal directional drilling and appurtenances. Installation of approximately 3000 LF of storm sewer as an alternate bid.

Obtaining the Bidding Documents

Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. Documents may also be obtained by Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone 419-385-5303. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website.

Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Failure to submit a complete set of documents could result in a bid that is determined to be nonresponsive and rejected by the Owner.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday during regular business hours. Partial sets of Bidding Documents will not be available from the Issuing Office. The cost of printing is to be paid to the printing company at the time the drawings are picked up. Shipping and tax charges are the bidder’s responsibility and payable directly to Becker Impressions.

Bid Guaranty

The bid guaranty may be of two forms:

  1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.)
  2. A certified check, cashier's check or letter of credit in favor of The Northwestern Water & Sewer District in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond.

After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Wood County, Ohio.

The Northwestern Water and Sewer District reserves the right to reject any and all bids and to waive any irregularity in any bid and to determine the lowest and best bidder.

Instructions to Bidders

The Engineer for the Project is Kleinfelder, Inc., 1168 North Main Street, Bowling Green, Ohio 43402.

All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked --- LIME CITY ROAD WATER MAIN IMPROVEMENTS #WL5013--- and addressed to the Northwestern Water & Sewer District, Attn: Jerry Greiner, President at 12560 Middleton Pike, Bowling Green, OH 43402.

No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. This project is being partially funded with Ohio Devision of Environmental and Financial Assistance (DEFA) and Water Supply Revolving Loan Account (WSRLA) funds with Buy American requirements.

The successful bidder will be required to pay not less than the highest applicable minimum wage rates as established by the federal Davis-Bacon Wage Determinations issued by the U.S. Department of Labor.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Owner anticipates that the Project’s total bid price will be approximately $1,547,000.00
