REQUIREMENTS/SPECIFICATIONS
OVERVIEW
The Ohio Department of Transportation (ODOT) Aerial Management Group is seeking purchase or lease
options through a request for proposal for an Aerial LiDAR with integrated medium format camera. The
goal is to replace ODOT’s current system and upgrade to a new solution that meets ODOT specifications.
The Department has an ALTM 30/70 Optech LiDAR unit that ODOT would like to trade in as part of the
purchase/lease deal.
Aerial Airborne LiDAR Product Specifications
Scan at an altitude AGL between 1000ft to 8000ft.
Scan angle field of view must at least 10-60°
Scan frequency should capture 240 lines per second
Pulse Repetition Frequency 1000KHZ or greater
Capable of maintaining even point distribution in various terrain
High Accuracy IMU and dual frequency GNSS and Antenna
Less than 0.05-meter accuracy vertical at 1500m altitude
Less than 0.20-meter accuracy horizontal at 1500m altitude
Able to capture 8 range measurements
Able to capture 8 intensity returns per pulse
Has Roll Compensation
Must have gyro-stabilized and multi-sensor mount
Cables and accessories must be FAA compliant
Must come with two storage units that hold up to 8 hours of flight data
Must be capable of being used in or out of a GSM
Has the capability to be mounted to a helicopter
Aerial Airborne Camera Product Specifications
Camera must integrate with the LiDAR unit to have simultaneous data capture
Must be designed for Medium to Large format Aerial corridor mapping
Must come with a fixed focal length lens
Camera must have a boresight calibration
Must have a data capture rate able to maintain 120 knots at 2000 feet AGL
Must come with 2 storage drives that hold up to 8 hours of flight data
Cables and accessories must be FAA compliant
Compatible Software to download and process data to be created into point clouds in
industry standard formats
Aerial Airborne Gyro Stabilized Mount
Must have gyro-stabilized mount
Cables and accessories must be FAA compliant
Must retrofit the hole in the aircraft (see attached schematic)
Includes a multi-sensor mount that will hold the LiDAR unit and Camera
Software/Training for following items:

Delivery
Upon receipt of a State lease down payment, the awarded vendor shall have fifteen (15) days to deliver
the items to the address noted in Section 3.
Warranty
The equipment purchased shall bear a maintenance agreement for the duration of the lease and become
renewable once the equipment is paid off.

Scoring of the Mapping System will be based on the following criteria. In the bid packet please answer
how the proposed Mapping System will support the following. All scores will be based on the quality of
the specification submitted. As an example, 10pts per sq. foot will receive more points than 2pts per sq.
foot. And on the yes/no questions yes will score higher than no. Please either circle the criteria or place
a check after the criteria compatible with your product. Incorrect representation of the capacity of your
product may result in disqualification of the bid.
