Request for Qualifications (RFQ) for Professional Engineering Services
The Town is soliciting qualifications for professional engineering services to assist the Town in
engineering design and bid package services and construction inspection services for sewer pump
station rehabilitation, collection line rehabilitation and pump station relocation, in compliance with all
applicable federal requirements and regulations under the Clean Water State Revolving Fund (CWSRF)
and Additional Supplemental Appropriations for Disaster Relief Act of 2019 (ASADRA). Payment terms
will be negotiated with the selected firm.
Proposals should be limited to 20 double-sided pages not including the cover. Three (3) copies should be
submitted to Town Hall no later than 2:00 PM on August 19, 2020. The Town of Liberty reserves the
right to reject all proposals.
Tentative selection schedule: August 19 receive and score proposal and present selection at Council
Meeting 8/24/2020 to approve selection committee recommendation; award notification and contract
negotiation immediately following Council approval.

Scope of Work
Engineering services shall include, but are not limited to:
1. Implementation of the proposed project in conformance with CWSRF and ASADRA program
a. Preparing the Engineering Report and Environmental Information Document;
b. Design of pump station, pump station rehabilitation and collection line rehabilitation;
c. Preparing the final design and construction bid package in conformance with applicable
regulations and requirements;
d. Obtaining all necessary permits and approvals;
e. Supervising the bid advertising, tabulation, and award process, including preparing the
advertisements for bid solicitations, conducting pre-bid meeting, conducting bid
opening, and issuing the notice to proceed;
f. Conducting the pre-construction conference;
g. Surveying, field staking, on-site supervision of construction work, and preparing
inspection reports;
h. Reviewing and approving all contractor requests for payment, change orders, and
submitting approved requests to the governing body;
i. Providing reproducible plan drawings to the Town upon project completion;
j. Conducting final inspection and testing; Submitting certified “as-built” drawings to
appropriate authorities; and
k. Preparing an operation and maintenance manual (if applicable)
2. Specific ASADRA requirements:
a. Enable the facility to prepare for, adapt to or recover from natural disasters
b. Reduce the likelihood of damage to the facility
c. Reduce the facility’s susceptibility to physical damage or ancillary impacts caused by
floods, earthquake, or fires
d. Prepare for, adapt to, or recover from a sudden unplanned change in the amount of and
movement of water near the facility

Project Description (from the grant application):
The proposed project consists of relocating the Starmount Pump Station out of the 100-year floodplain,
rehabilitating the Kinro Pump Station, clean and CCTV approximately 17,968 linear feet of 6” and 8”
sewer lines and rehabilitation of approximately 8,984 linear feet of sanitary sewer.
A copy of the complete grant application and Letter of Intent to Fund is available upon request.
Submission Requirements
All correspondence and submittals should reference “Liberty Collection System Improvements Project
Number CS370460-4”
RFQ submissions must include at a minimum:
1. Individual or Firm Information: firm’s legal name, address, email, and telephone number,
the principal(s) of the firm and their experience and qualifications;
2. Wastewater Collection Experience: The specialized experience and technical competence of
the staff to be assigned to the project with respect to wastewater improvements or related
work, description of firm’s prior experience, including any similar projects (those funded by
SRF), size of community, location, total construction cost, as well as projected costs in bid
document, and names of local officials knowledgeable regarding the firm’s performance on
related work. Include at least five references within the past five years;
3. Firm Capacity and Capability: The capacity and capability of the firm to perform the work in
question, including specialized services, within the period of the grant, the past record of
performance of the firm with respect to such factors as control of costs, quality of work, and
ability to meet schedules; description of firm’s current work activities, capability of carrying
out all aspects of SRF related activities, and firm’s anticipated availability during the term of
the project;
4. The proposed work plan and schedule for activities to be performed; and
5. Documentation of compliance with state and federal debarment/eligibility requirements.
Qualification Evaluation Criteria:
Submissions will be evaluated according to the following factors:

factors as accessibility to clients, and quality of work
Firm’s ability to meeting time and project budget
Capability of carrying out all grant related activities

Contract Award:
Once the most qualified firm is selected a cost for engineering services will be negotiated.
Costs/payments associated will be clearly defined.
