Announcement Info : Scope of Work: (Contractor must obtain and submit all permits prior to performing any work.) EXPERIENCE REQUIREMENTS General Contractor shall have a minimum of five years in business and the Contractor shall demonstrate successful completion of two (2) commercial projects of comparable size and scope with at least one (1) RV campground project (construction or renovation). SCOPE OF WORK The Larry & Penny Thompson Park RV Campground Facilities Upgrades scope in general includes but is not limited to: A. CONTRACTOR shall review all documents, specifications, plans and scope of work provided by Miami- Dade County Parks, Recreation and Open Spaces Department for work to be completed. Furnish all labor, equipment, and materials required to comply with the intent of the WORK described in the contract documents including but not limited to: In general, this project includes but is not limited to; Site Demolition, exterior and interior Demolition, Water and Sewer installations, finish work of the Larry and Penny Thompson Memorial Park RV Campground Improvements including construction of new exterior lighting to meet 1-fc requirement for Roadway from park entrance to RV pods. Complete Electrical upgrades, electrical panel replacements and new Recreation Vehicle Pedestals. Asphalt paving or Reconstruction / resurfacing to access roads leading to RV spaces, including Paint Striping, provide complete renovations to existing Restroom/Shower/Laundry Buildings 1, 2, 3 and 4 including structural termite damage repairs. Replace water supply lines from meters to existing Restroom/Shower/Laundry Buildings 1, 2, 3 and 4, including all interior underground piping. Replace sanitary sewer lines (laterals) from new sewer main to existing Restroom/Shower/Laundry Buildings 1, 2, 3 and 4, including all underground piping. Furnish and install New Sanitary lift station and Sanitary Sewer Main as shown in contract documents. Replace water and sewer service lines from meter to each RV Pedestals. Coordinate with all electrical service installations being made. Reconstruct and enlarge all RV spaces as shown in contract documents. Concrete walkways and slabs throughout. Entrance road widening including new walkways and Replacement of existing entrance gate with new automatic sliding gate including key/code access control and new conduits for CCTV equipment/connected to administration building. New Dumpster enclosure, Roadway lighting as shown in the construction documents, installation of Temporary construction access gates and access route and its restoration as needed after completion. Project scope is to be executed into two (2) PHASES; This facility will remain in use throughout the construction period. In order to minimize the impact to the public’s continued use of this busy facility, this project must be performed in two phases. The Peak Season for this facility is from January 1st to March 31st of each year. As such all scope of work within the respective phase must be started and completed within the time frame of April 1st thru December 27 (270 calendar days) for each phase. Except for that the contractor will be allowed to continue working on only one of the Bathroom/Laundry building (Bldgs. 01-04) within the respective phase, only 1 building can be out of service at any one time during the peak season (Jan. 1st through March 31st). A maximum of two bathrooms can be out of service at any one time between April 1st and December 27 within the respective phase being worked on. The only construction work activity allowed during the peak season will be on only one bathroom building while the site and RV spaces are being used by the public (No site work or RV space work will be allowed in the phase that the public is using) 1.) Phase No. 1 as described under Article 1.02 B. off the contract documents to be completed within 270 calendar days from Notice to Proceed (NTP). 2.) Phase No. 2 - Scope of work as shown in the contract documents to be completed within 270 calendar days from the start of the off-peak season or April 1, 2021. The Bid Documents must be requested directly from the Parks, Recreation and Open Spaces Department or your bid will be deemed non-responsive. COMMUNICATION AND RFI: Every request shall be in writing, addressed to Jeffery Becar Cavero via email to Jeffery.BecarCavero@miamidade.gov with copy filed with the Clerk of the Board (ClerkBCC@miamidade.gov). RFI submittal deadline is 2/17/2020. INDEMNIFCATION AND INSURANCE: Refer to Project Manual Volume I - 00800 Supplemental General Conditions, Article 1.04 for insurance requirements. COMMENTS: EMPLOY MIAMI-DADE PROGRAM In accordance with Section 5.02 of the Miami-Dade County Home Rule Amendment and Charter, Section 2-8.1 of the Code of Miami-Dade County, and Administrative Order No. 3-63, all contractors and subcontractors of any tier on (i) construction contracts valued in excess of one million dollars ($1,000,000) for the construction, demolition, alteration and/or repair of public buildings, or public works; or (ii) contracts or leases valued in excess of one million dollars ($1,000,000) for privately funded construction, demolition, alteration or repair of buildings, or improvements on County-owned land. The awarded Contractor is hereby notified that the County will consider whether the Contractor made its best reasonable efforts to promote Employ Miami-Dade on this contract, as defined in A.O. 3-63, as part of the County’s evaluation and responsibility review of the Contractor for new County contract awards. RESIDENTS FIRST TRAINING AND EMPLOYMENT PROGRAM In accordance with Section 2-11.17 of the Code of Miami-Dade County and Implementing Order No. 3-61, all contractors and subcontractors of any tier on (i) construction contracts valued in excess of $1 million for the construction, demolition, alteration and/or repair of public buildings, or public works; or (ii) contracts or leases valued in excess of $1 million for privately funded construction, demolition, alteration or repair of buildings, or improvements on County-owned land shall comply with the following: (i) prior to working on the project, all persons employed by the contractor or subcontractor on the project to perform construction have completed the OSHA 10-hour safety training course, and (ii) the contractor will make its best reasonable efforts to have 51% of all construction labor hours performed by Miami-Dade County residents. In accordance with Miami-Dade County Implementing Order 3-9, Accounts Receivable Adjustments, if money is owed by the Contractor to the County, whether under this Contract or for any other purpose, the County reserves the right to retain such amount from payment due by County to the Contractor under this Contract. Such retained amount shall be applied to the amount owed by the Contractor to the County. The Contractor shall have no further claim to such retained amounts which shall be deemed full accord and satisfaction of the amount due by the County to the Contractor for the applicable payment due herein.
